CALL TO ORDER

At 7:30 PM, Mayor Rotering called the meeting to order and asked for a roll call:

PRESENT: Mayor Rotering, Councilmembers Bruckman, Ross, Tapia, Lidawer, Stone, Blumberg

ABSENT: None

STAFF PRESENT: City Manager Neukirch, Community Development Director Fontane, Assistant City Manager Jason, Police Chief Jogmen, Finance Director McCaulou, Fire Chief Schrage, Assistant City Manager Taub, Deputy Director of Public Works O'Neill, Communications Manager Bennett, Assistant to the City Manager Palbitska

APPROVAL OF MINUTES

1. Approval of the Minutes of the Regular City Council Meeting Held on October 15, 2024

Councilmember Stone moved to approve the Minutes of the Regular City Council Meeting Held on October 15, 2024, as amended. Councilmember Ross seconded the motion. Upon a voice vote, the Mayor declared the motion passed unanimously.

RESULT: ADOPTED AS AMENDED [UNANIMOUS]

APPROVAL OF WARRANT LIST

1. Warrant List and Wire Transfers from October 04, 2024 to October 18, 2024. Councilmember Tapia moved to approve the Warrant List. Councilmember Lidawer seconded the motion. Upon a roll call vote, the Mayor declared the motion passed unanimously.

REPORT OF MAYOR

A. Other business

1. Support for Hostages in Gaza

Mayor Rotering provided statements regarding support for hostages in Gaza.

2. Open Enrollment - Moraine Township

Mayor Rotering invited Ann Bassi, Township Supervisor, to provide information on open enrollment assistance for members of the community.

Supervisor Bassi presented information on assistance provided for open enrollment through volunteers at the Moraine Township.

Councilmember Stone thanked Supervisor Bassi for presenting this information every year.

Mayor Rotering noted that there is assistance with Medicare enrollment through the City's Senior Services and Moraine Township.

3. Second Street Grand Reopening on November 2, 2024

Mayor Rotering provided information on the Second Street Grand

Reopening on November 2, 2024.

4. Veterans Day Observance, November 11, 2024

Mayor Rotering provided information on Veterans Day Observance, taking place November 11, 2024.

5. Voting information

Mayor Rotering provided voting information.

BUSINESS FROM THE COUNCIL

A. Housing Commission - Chair Isis Fernandez-Sykes Chair Isis Fernandez-Sykes provided an update on the work the Housing Commission has been conducting.

BUSINESS FROM CITY STAFF

A. Highlights of Omnibus Agenda

City Manager Neukirch provided highlights of items on the omnibus agenda.

BUSINESS FROM THE PUBLIC (Individuals wishing to be heard regarding items not listed on this agenda)

City Manager Neukirch provided a statement for Business from the Public.

Carl Lambrecht, Highland Park resident, discussed small businesses gas stations and the gas tax in Illinois. He discussed infanticide.

Mayor Rotering noted that there is no state in the country permits the murder of a baby after they are born.

Levi Kane, Highland Park resident, discussed Ravinia Festival.

SCHEDULED BUSINESS

ITEMS FOR OMNIBUS VOTE CONSIDERATION

Councilmember Tapia moved to approve items 1-4 by omnibus vote consideration.

Councilmember Lidawer seconded the motion. Upon a roll call vote, the Mayor declared the motion passed unanimously.

1.Adoption of a Resolution (R116-2024) by omnibus vote consideration titled, “A Resolution Approving an Exterior Improvement Grant to Style Shack 1939 Second Street”.

Finance

2.A Resolution Approving an Agreement with Dell Marketing, L.P., of Round Rock, Texas for the Purchase of Computer Services

Public Works

3.Adoption of a Resolution (R118-2024) by omnibus vote consideration titled, “A Resolution Authorizing the Purchase of Salt From Morton Salt, Inc., of Chicago, Illinois through the Illinois Department of Central Management Services Joint Purchasing Program”.

Community Development

4.Adoption of an Ordinance (O72-2024) by omnibus vote consideration titled, “An Ordinance Amending Sections 150.520 and 150.705 of the "City of Highland Park Zoning Ordinance of 1997,” as Amended, Regarding Berms and Prohibited Structures and Uses in Required Setbacks in the I and B3 Zoning Districts”.

CLOSED SESSION

Councilmember Blumberg moved the Council close its meeting to the public, pursuant to the following cited sections of the Illinois Open Meetings Act (5 ILCS 120/2(c)), for the purposes of i) litigation (5 ILCS 120/2(c)(11)); and ii) personnel (5 ILCS 120/2(c)(1)).

Councilmember Stone seconded the motion. On a roll call vote, Mayor Rotering declared the motion passed unanimously.

At 7:57 PM, the Council recessed the public portion of the meeting to meet in Closed Session.

At 9:50 PM, Mayor Rotering reconvened the open session of the City Council Meeting.

Members Absent: None

City Staff Present: City Manager Neukirch

ADJOURNMENT

Councilmember Lidawer moved to adjourn. Councilmember Tapia seconded the motion.

On a voice vote, the Mayor declared the motion passed unanimously.

The City Council adjourned its meeting at 9:51 PM.
