Lake County has announced the provision of 29 free licenses for digital skills software through Northstar Digital Literacy to nonprofit, educational, and government organizations offering skill-building programs. The announcement was made in a press release on April 21, 2025.

According to the press release, Northstar Digital Literacy offers a curriculum designed to enhance basic digital skills, including email communication, accessing telehealth services, and using Microsoft tools. Organizations receiving these software licenses will gain access to Northstar’s curriculum, lesson plans, and digital skills assessments. These organizations must have experience serving Lake County populations impacted by the COVID-19 pandemic, possess the ability to conduct training sessions, and have a plan for delivering the curriculum to the community.

Eligible residents for these training programs include those from low- or moderate-income households, unemployed individuals, and those facing increased food or housing insecurity. Additionally, those qualified for specific government assistance programs are eligible. Awarded organizations are tasked with determining resident eligibility and guiding them through the learning process on the Northstar platform. This initiative is supported by the Digital Growth Initiative and funded through federal awards with an aim to address the digital divide.

"Lake County is committed to closing the digital skills gaps for our residents," said Sandy Hart, Lake County Board Chair. "This requires collaboration from everyone in Lake County – including government, residents and community organizations. Together, we can ensure all our residents have access to not only digital tools but also the skills to safely and efficiently use them to enhance their daily lives."

The Lake County Board consists of 19 elected members representing different districts and is responsible for approving the county budget, financial matters, and ordinances affecting government departments. Meetings are held in person at the County Administrative Tower in Waukegan or remotely via Zoom. Schedules and agendas are available online. The board convenes monthly for regular sessions along with additional committee meetings; all of which can be viewed live on LCTV.
