Electric bicycles and scooters are becoming increasingly popular for both recreation and short trips. However, safety remains a paramount concern, especially for younger riders. The potential risks associated with e-bikes and e-scooters extend to riders themselves as well as pedestrians, cyclists, and motorists.
In Illinois, all e-bike riders must adhere to the same regulations that govern bicycle riders. This includes understanding the classification of their vehicle. All e-bikes sold in the state must be labeled with their classification, top speed, and motor wattage. There are three classes of low- speed e-bikes:
- **Class 1:** Pedal-assist only, with no throttle assistance.
- **Class 2:** Throttle-assisted but ceases to assist at 20 mph.
- **Class 3:** Pedal-assist only but continues assistance until reaching 28 mph.
It is important to note that individuals under age 16 are prohibited from operating Class 3 e-bikes by state law.
The Highland Park Police Department emphasizes several safety considerations for both riders and other road users:
- E-bikes are not permitted on sidewalks; they must be ridden in the street following all traffic rules.
- Helmets are mandatory for all riders under age 16 in Highland Park and strongly encouraged for others.
- Motorized bikes are banned from Skokie Valley and McClory bike paths.
- Riders should travel in groups on the right side of the road, no more than two abreast,
- Signal by voice or bell when approaching pedestrians.
- Follow all traffic rules including stopping at red lights.
Highland Park has reported instances of dangerous e-bike and e-scooter usage on sidewalks, bike paths, and roadways. In response, the city is considering new measures to regulate these vehicles locally. Potential regulations may include helmet requirements and prohibitions on sidewalk riding to enhance safety for all roadway users.
For additional resources on safe riding practices, the League of American Bicyclists and PeopleForBikes have developed E-Bike Smart . This initiative offers videos covering essential topics such as maintaining your e-bike and handling its battery safely.
