Regional Office of Education Annual Update.

Joint resolution approving an emergency appropriation of $2,000,000 for Fiscal Year 2025 accepting funding from the Illinois Department of Commerce and Economic Opportunity (DCEO) Urban Shelter Program.

• The Illinois Department of Commerce and Economic Opportunity (DCEO) made $15,000,000 available to support construction, reconstruction, rehabilitation, or acquisition of property for homeless shelters.

• Lake County was awarded $2,000,000 of Community Development Block Grant Corona Virus (CDBG-CV) funds from the Illinois DCEO.

• Funding will be subawarded to PADS Lake County to support the renovation of a former hotel into a fixed-site shelter serving homeless families.

Resolution amending the Lake County Code of Ordinances Chapter 172: Animals.

Revisions are proposed to Chapter 172:

• To provide clarity, precision and consistency based on experience enforcing the ordinance;

• To add or delete sections or requirements;

• To align with State statutes; and

• To revise and clarify appeal hearing requirements and process.

Joint resolution amending the Lake County Health Department Animal Care and Control Fees Schedule (as authorized in Lake County Code of Ordinances Chapter 178).

Revisions to the Animal Care and Control (AC&C) Fees Schedule are proposed:

• To provide clarity and transparency in the assessment of fees;

• To incentivize compliance;

• To reflect and recover increased costs; and

• To align with revisions to Chapter 172.
