Village of Grayslake Committee of the Whole met April 18.

Here is the minutes provided by the Committee:

Roll Call: Taylor __x__ Bassett ____ Vogel __x__ Jarvis ____ Waldenstrom __x__ Davies __x__ Shores _ x__

Public Comment – Agenda Items: None.

1. Approval: Minutes of the Regular Meeting of February 7, 2017

Trustee Waldenstrom made a motion, seconded by Trustee Vogel, to approve the Minutes of the Regular Meeting of February 7, 2017. On voice vote - all “aye”. Motion carried.

2. Discussion: Nuisance and Subdivision Control Ordinance Amendments

Mayor Taylor stated he requested Village staff and the Village attorney prepare both ordinance amendments. He stated the nuisance ordinance amendment would declare as a public nuisance any Village property used as an access to a property not within the Village for a use or activity not authorized in Grayslake. He stated the Subdivision Control Ordinance amendment would require any access easement to comply with Village subdivision regulations. In addition, it provides that any subdivision approval cannot be granted unless the property not within the Village is for a use that would be authorized in Grayslake. Trustee Vogel stated he supports adoption of these amendments as it would enhance Village control of development outside the Village.

After brief additional discussion, Trustee Waldenstrom made a motion to recommend adoption of the two ordinance amendments. Trustee Davies 2nd. All “ayes”. Motion carried.

3. Discussion: Administrative Procedures – Public Safety

Employee Benefit Act (PSEBA)

Mayor Taylor stated this law was enacted in 1997 and provides for lifetime employer-funded health insurance benefits for public safety employees that are killed or injured in the line of duty when performing certain emergency activities. He stated the Village currently does not have any employees receiving these benefits. However, the Village recently received an informal request from a former police officer. Therefore, the Village attorney is recommending adoption of this ordinance which establishes an administrative procedure for the formal application process and for determining eligibility.

After a brief discussion, Trustee Shores made a motion to recommend adoption of the ordinance. Trustee Davies 2nd. All “ayes”. Motion carried.

4. Other Business: None.

5. Adjournment: Trustee Jarvis made a motion, seconded by Trustee Waldenstrom, to adjourn. On voice vote – all “aye”. Motion carried.

The meeting was adjourned at 7:25 p.m.
