Wheeling Park District Board Commissioners met June 6.

Here is the minutes provided by the Commissioners

The meeting was called to order at 7:00 p.m. by President Stein, followed by the Pledge of Allegiance.

The following Commissioners were present when the roll was called: C. Klumpp, M. Burns, P._Zangara, B. Lichtenberger, J. Whittington, R. Rosen, and S. Stein.

Staff members present were Jan Buchs, Executive Director; Matt Wehby, Deputy Director; Amy Rivas, Director of Administrative Services; Susan Rice, Director of Marketing; Larry Raffel, Superintendent of Planning; Jim Tourloukis, General Manager of Chevy Chase; Juan Carlos Acevedo, Communications & Outreach Manager; and Marcia Jendreas, Recording Secretary.

Consent Agenda

Commissioner Lichtenberger moved, seconded by Commissioner Zangara, to approve the Consent Agenda as follows:

A. Approval of Minutes of Rescheduled Regular Meeting of May 23, 2017

New Business

Approval of Ordinance 2017-E – Prevailing Wage Rates

Deputy Director Wehby said the State of Illinois requires all government agencies to adopt a prevailing wage ordinance each June to ensure that a contractor or subcontractor pays the appropriate wages to all laborers, workers, and mechanics who perform work on public works projects. The prevailing wage rates effective June 5, 2017, as determined by the Illinois Department of Labor for Cook and Lake Counties, have been incorporated in the ordinance. Staff recommends adoption of Ordinance 2017-E.

Commissioner Lichtenberger moved, seconded by Commissioner Whittington, to adopt Ordinance 2017-E – An Ordinance Adopting Prevailing Wage Rates to be Paid to Laborers, Mechanics and Other Workers Performing Construction of Public Works for the Wheeling Park District.

On the roll call, the vote was as follows:

Approval of Addition of Sponsorship Policy to Administrative Policy Manual

Deputy Director Wehby stated that the Administration Committee, at its May 30 meeting, was presented with a draft Sponsorship Policy for consideration. It was the consensus of the Committee to recommend the Sponsorship Policy be presented to the Board for inclusion in the Pricing Administration Section (Chapter 7) of the Administrative Policy Manual.

Commissioner Burns moved, seconded by Commissioner Whittington, to adopt the Wheeling Park District Sponsorship Policy, as discussed and supported by the Administration Committee at its meeting on May 30, 2017.

Committee Reports

There have been no recent meetings of the Future Planning or Intergovernmental & Community Relations Committees, and neither the Committee Chairs nor liaisons had anything new to report.

Chair Burns said the Administration Committee recently met to review and discuss the proposed Sponsorship Policy.

Executive Director Buchs noted the 2017 Recreation Comprehensive Plan will be placed on agenda for full Board consideration at the June 20 meeting.

Commissioner Klumpp advised the Wheeling Historical Society recently held its annual Installation Dinner at Chevy Chase Country Club and members had favorable comments about the experience.

Finance

Voucher List

Commissioner Burns moved, seconded by Commissioner Zangara, to approve the Voucher List dated June 6, 2017, in the amount of $266,969.54.

On the roll call, the vote was as follows:

Written Communications

President Stein listed the written communications and asked that they be placed on file.

Verbal Communications

Staff: Deputy Director Wehby announced that camp has officially started, and the pool had its largest opening weekend since 2014. He noted that pool membership sales are going very well.

General Manager Tourloukis said the course at Traditions at Chevy Chase is in great shape.

Executive Director Buchs recognized park staff for the long hours they have put in, and all they have accomplished. She added that recreation assisted parks staff with the safety surface at Mark Twain Park, and said it’s great to see everyone working together.

Manager Acevedo invited every to attend the performance by Mariachi Monumental de Mexico that is scheduled for Sunday, June 11, at 5 p.m.

Board: Commissioners made positive remarks about Mark Twain Park, future Park District events, and the Family Aquatic Center opening for the season.

President Stein reminded the Board to respond in writing (email) to the Executive Administrative Assistant regarding any events they may wish to attend, such as the Wheeling Historical Society dinner, golf outings, etc., for which the Park District is paying the registration fee, and to be sure to notify the Executive Administrative Assistant in a timely manner if they are unable to attend once the registration has been finalized.

There being no further business, Commissioner Lichtenberger moved, seconded by Commissioner Whittington, to adjourn the meeting at 7:29 p.m. The motion carried by unanimous voice vote.
