Roll Call:

Mayor Brandt called the meeting to order at 7:00 p.m., and Village Clerk Mastandrea called the Roll.

2.1 Approval of the January 8, 2018 Regular Village Board Meeting Minutes

Trustee Leider moved and Trustee Grujanac seconded the motion to approve the minutes of the Regular Village Board Meeting of January 8, 2018 as presented. The roll call vote was as follows: Ayes: Trustees Grujanac, Leider, Servi, and McDonough. Nays: None. Absent: Trustees Feldman and Hancock. Abstain: None. Mayor Brandt declared the motion carried.

3.0 Reports Of Officers

3.1 Mayor’s Report

3.11 Acknowledgement of Recognition of Lincolnshire Police Department 2017 National Night Out Event by National Association of Town Watch

Commander Covelli presented the 2017 National Night Out Award and thanked the Mayor and Board the support given to the Police Department. Commander Covelli recognized the Police Officers for all their help with the event; specifically Police Office Brown for organizing the past event. Commander Covelli noted National Night Out 2018 will take place on Friday, August 3rd from 5:00 p.m. – 8:00 p.m.

Mayor Brandt noted appreciation of the event and the hard work the Police Department puts into the event each year.

Chief of Police Leonas noted this years’ event would be taking place on the same day as the Village’s Anniversary.

3.12 Skate Night

Mayor Brandt thanked staff for helping with Skate Night noting it was a great event regardless of not being able to have fireworks due to the wind conditions.

Mayor Brandt stated Lee Fell from Lincolnshire Sports Association created the event and noted appreciation to him for all his efforts as well.

3.2 Village Clerk’s Report - None

3.3 Village Treasurer’s Report

3.31 Revenues and Expenditures for the Month of December, 2017

Finance Director/Village Treasurer Peterson noted the Revenue and Expenditure Summary is included in the Board packet; and all revenues and expenditures have been properly recorded for the month of December 2017.

Finance Director/Village Treasurer Peterson noted the December report is the final one for the fiscal year and reflects revenues exceeding expenditures in the General Fund. Finance Director/Village Treasurer Peterson noted the projected revenue overage incorporated as part of the plan for the 2018 Budget. The 2018 Budget reflects a transfer of those dollars from the General Fund to the General Capital Fund. The goal is to use the excess dollars for Capital Projects. Finance Director/Village Treasurer Peterson stated these are not year-end numbers; there are still journal entries to be made for expenses that get paid in January for expenses in December.

3.32 Appropriation Ordinance

Finance Director/Village Treasurer Peterson noted the Appropriation Public Hearing will take place on February 12, 2018.

3.33 Sedgebrook SSA

Finance Director/Village Treasurer Peterson noted staff has started looking at refunding the Sedgebrook SSA bonds. Staff is working with various advisors in order to obtain better timelines and information to report back to the Board.

3.34 Invoice Cloud

Finance Director/Village Treasurer Peterson stated, Invoice Cloud Company, the Village has signed an agreement with, is now capable of distributing electronic bills for approximately $.25 instead of mailing which was costing the Village approximately $.72. Finance Director/Village Treasurer Peterson noted customers will soon be able to pay by text as part of the service.

3.4 Village Manager’s Report -

3.41 Organizational Charts

Village Manager Burke noted as a result of the last meeting and due to recent staff changes, the Board was provided Organizational Charts, including head shots of all Village personnel. He noted the documents have also been uploaded to Dropbox.

3.42 2018 Budget

Village Manager Burke noted the 2018 Budget has been uploaded to Dropbox, a public copy is in the Board Room, was provided to the library, and additional hard copies are available to the Board if desired.

4.0 Payment Of Bills

4.1 Bills Presented for Payment on January 22, 2018 in the amount of $560,859.76

Finance Director/Village Treasurer Peterson provided a summary of the January 22, 2018 bills prelist presented for payment with the total being $568,859.76. The total amount is based on $216,200 for General Fund; $191,000 for Water & Sewer Fund; $110,200 for Water & Sewer Improvement Fund; $3,700 for Vehicle Maintenance Fund; $200 for Sedgebrook SSA; and $39,500 for General Capital Fund.

Trustee Servi moved and Trustee Leider seconded the motion to approve the bills prelist dated January 22, 2018 as presented. The roll call vote was as follows: Ayes: Trustees Grujanac, Leider, McDonough, and Servi. Nays: None. Absent: Trustees Feldman and Hancock. Abstain: None. Mayor Brandt declared the motion carried.

Trustee Leider moved and Trustee Grujanac seconded the motion to approve the Consent Agenda. The roll call vote was as follows: Ayes: Trustees Grujanac, McDonough, Leider, and Servi. Nays: None. Absent: Trustees Feldman and Hancock. Abstain: None. The Mayor declared the motion carried.

Trustee Grujanac moved and Trustee Leider seconded the motion to adjourn. The voice vote was unanimous and Mayor Brandt declared the meeting adjourned at 7:14 p.m.
