Village of Wauconda Village Board met February 6.

Here is the minutes provided by the Board:

1. Call To Order

Mayor Knight called the Regular Village Board Meeting to order in the Village Hall at 7:00 pm.

2. Pledge Of Allegiance

The Pledge of Allegiance was led by Boy Scout Troop 90.

3. Roll Call

Upon roll call by Clerk Falk-Novak, the following Trustees were present: Trustees Starkey (Conferenced in and dropped from call after item 9.C Motion was made), Arnswald, Black, Howe, Schlick, Morino

Also present: Kevin Timony (Village Administrator), Brad Fink (Director of Public Works), Bill Rickert (Village Engineer), Chris Miller (Director of Building, Planning, and Zoning), Police Chief Wermes and Rudy Magna (Village Attorney)

9. New Business

A. (Action) Consideration for Approval of an Ordinance Granting a Variance from Sign Regulations Contained Within Section 152.08 of the Code of Wauconda to Allow a Wall Sign for Synergy Flavors Inc. (1500 Synergy Drive) (Pgs. 46-51) (Ordinance No. 2018-O-02)

Chris Miller: Synergy Flavors, 1500 Synergy Drive, is currently in the process of expanding their “Campus” with a 38,000 square foot building addition. Included with their building addition is a screening wall which is planned to include a wall sign located at their primary campus entry off Henri Drive. The wall sign measures approximately 218 square feet which exceeds the requirements established by the Village Sign Ordinance Chapter 152 of the Village Code. Synergy has requested a variance to Chapter 152. The variance request was discussed at the January 9, 2018 Economic Development Committee (EDC) Meeting and the Committee recommended that the variance be granted.

C. (Action) Consideration for Approval of a Proposal from RHMG Engineers Inc. for the Engineering Services Associated with the Wastewater Treatment Plant Aerobic Digesters 1 and 2 Rehabilitation (Pgs. 54-58)

Brad Fink: The Village of Wauconda currently operates four (4) aerobic digesters at the Treatment Plant and two of them were constructed back in the 1980’s. We are starting to see a lot of corrosion on their parts. The existing concrete remains in relatively good condition but the steel walkway, platform and air piping in the tank are in very poor condition. RHMG had analyzed the digesters as part of the Asset Management Plan for the Treatment Plant and recommended improvements which were included in this year’s budget, however, due to some other projects, this project was deferred to FY2018/19 due to the construction sequencing and cost of other planned projects to remain within budget in this fiscal year Capital Projects Fund. The budget does allow for the Village to begin the engineering to be ready to bid this project in early spring of FY2018/19.

10. Mayor’s Report

For the budget process, we are planning on holding a workshop and the Mayor would like to hold this on the morning of Saturday, April 7th. He asked the board to check their availability for this date stated it would be approximately 3-4 hours. He thanked the Public Works Department for their efforts in keeping up with the recent snow storm. He also thanked the Police Department for their extra work as well. He wished Kevin Bickner good luck representing the U.S. on the ski-jumping team and mentioned he received a letter from Vice President Pence today recognizing Wauconda as Kevin’s hometown and wishing him well.

11. Committee Reports & Trustee Comments

Trustee Starkey

The Mayor read Trustee Starkey’s prepared comments as she was not present: The Economic Development Committee Meeting will meet next week on Tuesday 2/13/18 at 5:30 pm. The Synergy Flavors wall sign was approved tonight and we are excited about their expansion in the business park (https://www.synergytaste.com/synergy-flavors-breaks-ground-.). The Business park located off of Bonner installed a new entrance sign which replaces a 25+-year-old sign. Congratulations to the LVVA Ice Fishing Derby who had over 500 participants, the Wauconda High School for hosting the FBLA area conference last week which had over 800 participants and the Wauconda High School Dance and Cheer Teams on their state tournament showings. She attended the recent CLCJAWA meeting and the North Group (Lindenhurst, etc.) has Lake Michigan water flowing without a hitch and progress on our section (West Group) is going along according to schedule. She will be attending the BACOG Legislative Breakfast this Saturday morning with many other municipalities and presentations by our state and local elected officials.

Trustee Arnswald

There is no committee report as tonight’s meeting was canceled. They were waiting for information, which did not come through in time, so it will be rescheduled to next month. He congratulated LVVA on their successful ice fishing derby.

Trustee Black

There is no committee meeting update but there will be a meeting in a couple of weeks. He stated for all of those who wonder how the Village of Wauconda pulls off the Cruise Night, Bunny Hops, Trilithons, the Ice Derby and all the other events, there is not enough people he can thank to help pull these events off. The derby had 537 people which was just 13 short of an all-time record. Because of the warmer weather, parking was a problem and he wanted to thank the Police and Fire Department for working with them on the parking. He stated that the Wauconda Police and Fire Departments, the Village of Wauconda, the Wauconda Township, Cert and Public Works all helped in the success of this event. He also wanted to thank all of the volunteers and said that he had at least one person who volunteered from every group that he mentioned and he thanked all the fisherman as well. As a result of this derby, they will be making their donation to the Bangs Lake Advisory Committee in the amount of $1074.00 for their fish re-stocking program.

Trustee Howe

He mentioned the success of the LVVA Ice Fishing Derby and stated there is another ice fishing event the “Andrea Lynn Walk on Water Charity Ice Fishing Derby” being held this coming Saturday at Lindy’s. He thanked the Public Works and Police Departments for all their work as a result of the recent bad weather. He asked the residents to keep an eye out and give them room to work. The plows are big and difficult to maneuver. He also mentioned the “Adopt a Hydrant” program and asked residents to adopt a hydrant near them and keep the snow clear three feet from the hydrant to make it easier for the Fire Department to access should the need arise. He also mentioned should you adopt a hydrant, make sure you go to their Facebook page and post a picture to be entered into a drawing to win a gift card from one of our local restaurants. The Bangs Lake Advisory Committing meeting is this Thursday at 7:00 PM at the Village Hall as well as the Main Street Attraction’s art fundraiser Wednesday at the Moose. Also good news, Tractor Supply is hiring and bringing a lot of new jobs to the Village.

Trustee Schlick

He congratulated Chuck and the LVVA folks on the success of the LVVA Ice Fishing Derby. It has been a great pleasure to work with Synergy Flavors on the sign variance project. He had the opportunity to walk through their new building and said it looks really nice and he is glad they chose Wauconda for their home.

Trustee Morino

He had nothing additional to add.

12. Executive Session

(5 ILCS 120/2(C)(5)) The purchase or lease of real property for the use of the public body, including meetings held for the purpose of discussing whether a particular parcel should be acquired.
