Village of Mettawa Public Works Committee met January 10.

Here is the minutes provided by the Committee:

A. Call To Order

Member Sheldon called the meeting to order at 6:06 pm.

B. Roll Call

Upon a call of the roll, the following persons were: Present: Member Pink and Member Sheldon Absent: Chairman Towne Member Sheldon declared a quorum present.

Also, in attendance: Village Engineer, Scott Anderson; Village Clerk, Sandy Gallo

C. Approval Of Minutes Of November Meeting

Meeting minutes from November 8, 2017 were reviewed. It was moved by Member Pink and seconded by Member Sheldon that the meeting minutes be approved and be placed on file. The motion was carried.

D. Discuss Oasis Park Drainage

Village Engineer Anderson presented a drawing of the Oasis Park service road area to the Committee. Village Engineer discovered another 30 inch culvert that was lower in the area which can help with the flow of heavy rain fall. Minimal grading can help divert the water to go east down another culvert to avoid an overflow onto the service road.

Member Pink asked would the Tollway approve the proposed grading and if they approve would the Village be liable in the work being completed. Village Engineer Anderson said when the berm was built the nature of the water flow was changed, which is a logical reason for the Tollway to approve the proposed grading.

Village Administrator Irvin said the grading work will need to be a joint effort between the Tollway and the Village.

Member Sheldon asked what was happening in the area that was taped off in the center of the Oasis Park. Village Engineer Anderson said Chairman Towne is looking to have Mancini open ditch the area. Village Engineer Anderson stated the 8-inch pipe repair is needed. A letter of no impact from Army Corps of Engineering to confirm the repair is needed due to the danger it can cause the residents.

E. Discuss Signage For Trails And Horse Crossings

Member Pink said she will discuss the Village signage needs with the company that created the trail signs. Member Pink and Member Sheldon will meet at a later time to discuss location of the signs to be completed as a spring project.

F. Update On Potential Water Main Extensions

Village Administrator Irvin said the November meeting was held to discuss a formation of an SSA for a water main extension for the residents south of Route 60 and St. Marys Road and to Riverside Preserve. A few residents were in attendance at the meeting. Village Administrator Irvin said this SSA would mirror SSA #15, meaning each property owner would be held accountable to pay for one connection. A question was asked should the larger properties pay a higher amount due to the possibility of subdividing their larger lots. The two methods on handling the cost allocation are the Equalized Assessed Valuation (EAV) which would create a range of $50-$149,000 per lots. A second method is being estimated by Gewalt Hamilton with excluding the Riverside Preserve lots. This estimate will be provided upon completion.

Village Administrator said the two Villages lot are assessed at zero because they are tax exempted. The assessed evaluation would need to be determined on the two lots. The Village is a low-density town which increases the cost of the connection. Member Pink stated completing the water main connection would enhance the fire protection to be able to add fire hydrants in that area.

Village Administrator Irvin said he will provide further costs for the February meeting. Village Engineer Anderson asked if the cost could be considered on buildable lots. The disadvantage should be considered to those residents that have larger parcels.

G. Discuss Right-Of-Way Mowing For 2018

Village Engineer Anderson said last year TGF was utilized for the 2017 right-of-way maintenance program. TGF’s price increased by $28,000 from last year’s rates. Village Administrator Irvin said this year we added an additional mowing to the program. Member Sheldon said she would like to have a total of 7 mowing’s for this year. Member Sheldon said she would like to add to the program, 2 mows a month for Whippoorwill. Member Sheldon said another addition to this year’s program would be to include mowing Route 60 all the way to the trail along St. Mary’s Road, from Route 60 to Rick Philips’ driveway, Riverwoods to St. Marys. Member Sheldon said it would be ideal to find a bidder who could commit to a two- program maintenance.

Village Administrator Irvin said at the Around the Town meeting a thought was to have a pre- bid meeting to inform the bidders of the prior year submitted bid amounts to help the bidders create a realistic pricing schedule. Member Sheldon said the program should include mowing from April-November and be explicit for the bidders to understand the service the Village requires.

H. Any Other Item That May Appear To The Committee For Consideration, And If Approved, Be Recommended For Approval To The Board Of Trustees

Motion was made by Member Pink seconded by Member Sheldon to adjourn the meeting at 6:47 pm. The motion was carried.
