Village of Wauconda Village Board met April 17.

Here is the minutes provided by the Board:

1. Call To Order

Mayor Knight called the Regular Village Board Meeting to order in the Village Hall at 7:00 pm.

2. Pledge Of Allegiance

The Pledge of Allegiance was led by Boy Scout Troop 90.

3. Roll Call

Upon roll call by Clerk Falk-Novak, the following Trustees were present: Trustees Starkey, Arnswald, Black, Morino, Schlick.

Absent: Trustee Howe

Quorum Present:

Also present: Kevin Timony (Village Administrator), Brad Fink (Director of Public Works), Chris Miller (Director of Building, Planning, and Zoning), Police Chief Wermes and Peter Karlovics (Village Attorney)

4. Proclamation/Recognition

A. Proclamation - Arbor Day

Mayor Knight presented the Arbor Day Proclamation

B. Recognition – Future Business Leaders of America National Qualifiers

Wendy Mills, along with thirteen members of Wauconda High School Future Business Leaders, were present at the Village Meeting. Each of the members introduced themselves and stated the topic that they presented and place they took in the event. Some highlights of the National event:

• Wauconda FBLA had two State Officers which hasn’t been accomplished since 1955 in Wauconda.

• They took 94 members to state.

• They had a sophomore run for State President and ultimately won Chapter President.

• Out of the 80 members that competed in 39 different events, they had 67 return home with top 10 certificates which means 75% came home with awards.

• They had 39 National Qualifiers.

• They had 4 State Champions.

• Their next event is in Baltimore, Maryland at the end of June.

5. Public Comment

Mayor Knight stated, “Item A” under “Old Business” will be removed from the Agenda as additional work needs to be completed.

10. Old Business

A. (Action) Approval of Street and Parking Lot Closure Request from Wauconda Moose Lodge #1969 for July 28, 2018 Fundraising Event (Pg. 89)

B. (Action) Consideration for Approval of an Ordinance Amending Chapter 32 of the Wauconda Village Code Regarding the Village of Wauconda Emergency Management Agency (Pg. 90) (Ordinance No. 2018-O-09)

Kevin Timony:

Items 10.B and 10.C were previously discussed by the board. Item 10.B is an Ordinance that is amending our current Chapter 32 to reflect the current structure of the agency and also to amend the EMA Coordinator position as volunteer appointed and Item 10.C establishes compensation by way of an annual stipend in the amount of $15,000 for the position which would take effect on May 1, 2018 and has been incorporated into our Village Draft Budget.

Trustee Schlick stated that he will be voting against this Ordinance as well as the below resolution as he would like this to be kicked down to the Village Services Committee to further evaluate.

11. New Business

A. (Action) Consideration for Approval of a Resolution to Include Cash Payments Related to Health Insurance as IMRF Earnings (Pg. 98) (Resolution No. 2018-R-05)

Kevin Timony:

Kevin stated this is more of a house cleaning item. It is common practice that organizations will offer cash payments in lieu of an employee taking an organization’s sponsored health insurance. The Village currently has a practice where if an employee waives the Village sponsored health insurance, the employee will receive a monthly cash payment of $150. As part of the Village practice, this payment has been considered pensionable earnings. IMRF has taken a formal position on this and requested that the Village pass a resolution that would formalize this practice.

12. Mayor’s Report

Proclamation - Autism Awareness Mayor Knight presented the Autism Awareness Proclamation

Two weeks ago, Administrator Timony, Director Fink, Trustees Starkey, and Howe, along with Bill Rickert and himself attended a joint meeting with State Senators Althoff and Bush as well as members of IDOT, Wauconda Township, McHenry and Lake Counties. The meeting was held to discuss planning for future needs of the Route 12 corridor. After much discussion, information sharing and requirements of IDOT, they agreed to meet again in June. We now have some of the best dialogue going with IDOT than we have had in a while. Tying into this meeting, Administrator Timony and the Mayor met a few days later with Representative Yingling. They basically reviewed the same information and also discussed issues during the state’s budget process. Our communication and working relationships with the State and elected officials are definitely moving in the right direction. He thanked the staff for their work on the budget and the workshop which was held on Saturday, April 7th that the board attended. It was a great presentation and he mentioned that if any trustees have any additional comments or questions regarding the budget, please let Kevin or Tom know as soon as possible so that we may stay on target with our approval date. Last week, the Mayor participated in the County’s Round-table meeting which included other Mayors, Township Supervisors, and School Superintendents. Also, one of our county boards reps, Judy Martini was in attendance. The purpose was to share feedback with Chairman Lawlor about our needs, economic development, transportation and taxes which were the key points discussed. There will be a follow-up letter once the County has completed meetings with all four quadrants. The Mayor stated he will be attending a CLCJAWA meeting and will provide an update afterward. As a result of the special census, the Village received a refund check for $6000 as a result of this census. This resulted in a total refund of $27,000.

13. Committee Reports & Trustee Comments

Trustee Starkey

The Economic Development Committee met last week and discussed several items including:

o Triangle TIF area Stormwater Master Plan

o Wauconda Park District’s “Phil’s Beach”- there is still a discussion between the Park District and north property owners and they were requested to meet, identify a solution and come before the committee again.

An update with regards to recent STAR Charities events, while raffle sales were a bit lower than past years’, the winner of the trip to Ireland was Dave McArtin. Typically, people chose the cash out option however Dave chose the trip to Ireland. Main Street Attraction and Friends of Bangs Lake will each received $500. The Wauconda Community Shave raised $45,000 for St. Baldrick’s. She offered a kudos to Jeff and Amanda Doud for coordinating this event. The Bunny Hop, even though the participants braved the terrible weather, event resulted in a $3000 donation to Wauconda High School FBLA and $3000 donation to the Wauconda Township Historical Society. She also mentioned that the Village clean-up of Route 12 is this Saturday, April 21st at 9 AM. Residents are welcome to join (18 years and older) and everyone should meet at the Public Works Department.

Trustee Arnswald

There is no committee report. The next committee meeting will be held on May 1, 2018. He offered a big kudos and congratulations to the FBLA and Wendy Mills. It’s great to see how enthusiastic these members are for this program.

Trustee Black

The Natural Resources meeting took place tonight and the main purpose were some house cleaning items. They reviewed, which they are required to do annually, the Municipal Separate Storm Sewer System National Pollutant Discharge Elimination System Annual Report. This included an interesting presentation and was very helpful in explaining the requirements for this report. He will be attending a SWALCO meeting on Thursday night and will report on this at the next Village meeting. The District #118 Re-use a Shoe Program starts next Monday. He also congratulated the FBLA and mentioned how amazing it is how this program has grown in the last 6 to 7 years and what they have accomplished over that time.

Trustee Schlick

There is no committee report. He congratulated the FBLA and stated it is impressive what they accomplish every year. He thanked Lindy’s and other Main Street businesses for yet another successful event “Mini Golf Crawl on Main”. It looked like a well-attended and fun event. A big shout-out to them as this is just another thing that puts Wauconda on the map. He also offered his condolences to the Stevig family in the passing of Terry Stevig.

Trustee Morino

He participated in the “Mini Golf Crawl” and despite the weather, it was an absolute blast and hopes this event continues. Not only did this showcase our town but the spirit of our community. He also mentioned the Mathews Middle School Spring Musical “Wizard of Oz” to be held on April 27th – 29th and encouraged everyone to attend. He offered his congratulations to the FBLA as well.
