CHAIR'S REMARKS

My report will be very short; I just want to say that I hope everyone had a wonderful holiday with family and friends and were able to stay healthy during this pandemic surge. I forwarded the Pace, Metra, and RTA quarterly reports to all board members just yesterday so please take a moment to read through that.

I do want to bring something up that occurred at last month’s County Board meeting. Member Simpson made a comment that was disparaging to some Lake County employees. I want the board and the public to know that I reached out to them, their manager, and the County Administration staff and apologized to them for not saying something during the meeting. Quite frankly, I was so taken aback that it wasn’t until later in the day that it really sunk in.

Member Simpson, your conduct and words were disrespectful and are in violation of our County Board Rules. I am disappointed in you and sincerely hope that you will refrain from behaving like this in the future. If you haven’t done so already, I request that you call those staff members and their manager to apologize as soon as possible. I have served on this board for over nine years and I talked to board members who have served even longer, and we have never heard a board member speak in a negative way about our staff until you.

For the rest of us, I know we say it all the time, but never enough, that we are extremely fortunate to have outstanding staff in every corner of Lake County Government. They are dedicated 100% to public service and to serving the residents of Lake County. The things we accomplish, and there are many, could not be done without them. So thank you to all of our Lake County Employees for what you do every day, and we realize that includes nights and weekends. And know that if this happens again, I will not hesitate to condemn those remarks at the time. I expect that all members of this board will represent Lake County in a professional manner and will treat each other, our staff, and members of the public with dignity and respect.

Board of Health Report.

Coronavirus (COVID-19) Updates:

More than 91% of counties in the U.S., including Lake County, remain in high community transmission. This is a 26% increase since December 2021.

As of January 7, Lake County has had over 94,065 confirmed COVID-19 cases and 1,162 deaths throughout the pandemic. Lake County’s recovery rate is 98.5%.

In Region 9, Lake and McHenry counties, the testing positivity rate is steeply trending upward at 17.8%.

The new variant of concern, B.1.1.529, also known as Omicron, was first reported in Illinois on December 10, 2021. As of January 3, 2022, there are 765 reported cases of Omicron in Illinois and approximately 62% of the positive samples sequenced.

The CDC is working with public health and industry partners to learn more about the Omicron variant and recommends the public continue following mitigation strategies to prevent further spread of COVID-19.

On December 27, 2021, the CDC updated its guidance to shorten quarantine and isolation for those who have tested positive or been exposed to COVID-19. IDPH adopted the updated guidance for the general public. This guidance does not apply for healthcare workers, and those who work or live in congregate settings.

Coronavirus (COVID-19) Vaccine Updates:

As of December 30, 2021:

Over 243 million people, or 73.3% of the U.S. population, have received at least one dose of the COVID-19 vaccine.

Over 205 million people, or 65% of the U.S. population, are fully vaccinated

Over 68 million people, or 33.4% of the fully vaccinated population, have received a booster dose.

As of January 7, 2022, and according to data provided by IDPH, more than 73% of all Lake County residents have received at least one dose of the COVID-19 vaccine, and more than 64% are fully vaccinated.

On January 3, 2022, the FDA amended the emergency use authorization (EUA), now authorizing individuals ages 12 and older to receive a booster of the Pfizer COVID-19 vaccine. The CDC has adopted this change. The amended EUA also shortens the time between completion of the primary vaccination series and a booster to 5 months for Pfizer vaccine only.

It also authorizes moderately or severely immunocompromised 5-11-year-olds to receive an additional dose of the vaccine 28 days after their second shot.

These two additional amendments have also been adopted by the CDC.

It was recently announced that all Illinois Community-Based State-Run testing sites will be open Monday through Saturday from 8 a.m. to 4 p.m.

Seven Community-Based State-Run testing sites will now also offer adult dose COVID-19 vaccinations. This includes both the site in Waukegan on Water Street and in Arlington Heights at the Arlington Race Track.

All Lake County residents ages 5 and older are urged to get vaccinated as soon as possible.

All Lake County residents ages 12 and older who received the Pfizer vaccine are now recommended to get their booster dose five months after completing their initial series of two doses. Those that received Moderna should get a booster six months after their second dose and those that received Johnson and Johnson should get their booster two months after their first dose.

There are many ways to get your booster shot. You can schedule an appointment with your healthcare provider, pharmacy, or at retail locations. There are over 200 locations throughout Lake County that may have COVID-19 booster vaccine availability. Visit Vaccines.gov to find a vaccine near you.

January is National Radon Action Month

Radon gas is the leading cause of lung cancer among nonsmokers, claiming the lives of approximately 21,000 Americans each year.

Radon is a naturally occurring gas with no odor or color. It can seep into your home through cracks or other holes in your home’s foundation.

Nearly 1 out of every 15 homes in the U.S. is estimated to have elevated radon levels. Lake County residents should test the radon levels in their home during the winter months, when indoor radon levels are at their highest.

Testing for radon is easy, inexpensive, and the only way to know if your family is at risk of radon exposure.

The Health Department offers short-term testing kits for $10.00, available at 500 W. Winchester Rd., Libertyville, or for $13 by mail. The cost includes return postage, laboratory analysis and interpretation by Health Department laboratory staff. Test kits are also available from area hardware and building supply stores.

Intergovernmental Personnel Benefit Cooperative (IPBC) and Lake County membership in the IPBC.

∙ The Finance & Administration Committee requested staff bring forward alternatives to the status quo which might slow or reduce the annual employee health insurance expense.

∙ Over the last two years, employee health insurance costs have risen 6.6 percent and 6.9 percent.

∙ The Lake County Forest Preserve and many other Counties, Municipalities, and Special Districts have moved to the IPBC to better manager health care costs and provide great service.

∙ The IPBC has estimated the County would save as much as $1,300,000 by joining the Cooperative.

A motion was made by Member Frank, seconded by Member Vealitzek, that this item be postponed indefinitely. The motion carried by the following vote:
