Lake County Regional 911 Operations Committee met May 19.

Here are the minutes provided by the committee:

1. Call to Order

Chair, Pat Kreis, called the Regional 911 Operations Committee Meeting to order at 2:03 p.m.

2. Roll Call of Members

Jim Hawkins, 911 Project Coordinator, did a roll call of members.

3. Approval of Minutes

Minutes from April 21, 2022.

A motion was made by Member Perez, seconded by Member Whitfield, that the minutes be approved. The motion carried unanimously by voice vote.

There was no unfinished business.

6. New Business

6.1 22-0743

Update Operations and Policy Committee Membership.

Jim Hawkins, 911 Project Coordinator, stated the Wauconda Fire Chief, Dave Geary, was retiring, and the new Fire Chief, Patrick Kane is replacing him on the Committee. 6.2 22-0744

Project Coordinator’s Update.

Jim Hawkins, 911 Project Coordinator, provided a brief update on the project and the four Lines of Effort (LOE) - 1: Technology, 2: Facility and 3: Organization 4: Plan for ETSB/JETSB consolidation. Mr. Hawkins explained that a meeting with ETSBs about consolidation will be scheduled soon. He reminded the group that the last scheduled meeting for Operations Committee will be August 18th and he proposed having it as a joint Policy and Operations Committee meeting to wrap everything up.

6.3 22-0745

Update on Consortium CAD, Mobile, RMS, JMS, E-Citation, and E-Crash Software Implementation.

Susannah Heitger Crowe LLP Consultant, provided a brief Consortium System Implementation update, including accomplishments to date and upcoming key tasks with the Tyler Technologies team.

Crowe LLP Consultant Heitger reported there were some outstanding issues that they are working through with Tyler Technologies. Lake County ETSB Director, Steven Winnecke, provided additional details regarding the network layer for routing and EFD/EMD Medical protocols issues that they are waiting on a response from Tyler Technologies.

Bernard Malkov, Lake County Sheriff's Office Information Technology Manager, provided an update on data conversion, data sharing MOUs, and the CAD, RMS, and Brazos Intergovernmental Agreements. Discussion ensued.

6.4 22-0747

Update on the Regional Operations and Communications Facility.

Jim Hawkins, 911 Project Coordinator, provided an overview and update on the Regional Operations and Communications (ROC) facility, including the design principles, schematic design, funding and next steps.

6.5 22-0749

Update and Discussion on Establishing a Consolidated PSAP and Dispatching Entity.

Jim Hawkins, 911 Project Coordinator, provided an update and explained that the PSAPs have been meeting to work on the initial Intergovernmental Agreements (IGA) to form a consolidated PSAP.

Chair Kreis described how the PSAPs group has been working on the first of two IGAs for the transition to a joint governance organization that is open to every public safety agency in Lake County. The first IGA does require a financial buy-in from PSAPs to hire a project manager, who will work on the second IGA to form the joint governance organization. Chair Kreis stated that the draft is not ready yet, but it will be distributed for review prior to final signature by the PSAPs..

911 Project Coordinator Hawkins stated that one of the articles of the first IGA addresses transparency, openness and sharing and the only way to succeed is if everyone knows what is going on.

6.6 22-0750

Update and Discussion on Emergency Telephone System Board (ETSB) Consolidation Efforts.

Jim Hawkins, 911 Project Coordinator, explained that he was not yet able to coordinate an ETSB meeting, but sees the PSAPs and ETSBs as moving along in parallel and informing each other as they move forward. A meeting will be scheduled soon.

7. Members' Remarks

Jim Hawkins, 911 Project Coordinator, asked for members to review their policy group members as well. He confirmed with the group that they wanted to have the August meeting a joint Operations and Policy meeting.

8. Adjournment

A motion was made by Member Winnecke to adjourn the meeting, seconded by Member Perez. The motion carried by voice vote. Chair Kreis declared the meeting adjourned at 2:49 p.m.
