Councilmember Stone moved to approve the Minutes of the Regular City Council Meeting held on April 25, 2022. Councilmember Blumberg seconded the motion. Upon a voice vote the Mayor declared the motion passed unanimously.

A. Proclamations
1. May is Mental Health Awareness Month
Mayor Rotering noted that green ribbons are fluttering throughout downtown Highland Park in recognition of Mental Health Awareness Month, thanks to the initiative of Paws for Patrick and Sunrise of Highland Park. She explained that it is vital that we foster open, ongoing discussions around mental health to destigmatize these topics, encourage individuals to seek care when needed and invest in the long-term wellness of the community. She proclaimed May as Mental Health Awareness Month. She recognized Dr. Cynthia Plazas, Police Social Worker, and Jennifer Aiello, Social Services Coordinator, for their work to support the mental health and emotional health needs of some of the most vulnerable members of the community. She noted that they have spearheaded efforts to certify Highland Park as a Dementia Friendly community, through trainings for City Council, staff and now business owners and employees.
2. Proclamation Regarding Building Safety Month
Mayor Rotering explained that Building Safety month recognizes that our public safety and quality of life depend on the quality and safety of homes, buildings, infrastructure, and other structures. She noted that each week in May is dedicated to a different topic: Planning for a Safe & Sustainable Tomorrow, Exploring Careers and Building Safety, Understanding the Four Phases of Emergency Management, and Creating a Safe and Abundant Water Supply. She explained that this approach underscores how building safety intersects so many aspects of daily life, and recognizes the professionals who work together to ensure the safety, sustainability, and resilience of our infrastructure. She proclaimed May to be Building Safety Month. She thanked the Community Development Department staff who are working so hard to support the continuous growth of the community through careful review, maintenance, and application of the City Code.
3. Beach and Boating Safety Week 2022
Mayor Rotering noted that the City is delighted to join their colleagues, the Park Board Commissioners of the Park District of Highland Park, in recognizing Beach and Boating Safety Week, from May 23 through May 30, 2022. She noted that drowning is one of the leading causes of death in the United States, and as we look ahead to the start of the summer, it is important for everyone to practice water safety when swimming, boating, and enjoying the beaches. She proclaimed May 23 - May 30, 2022 as Beach and Boating Safety Week. She noted that the Park District has created a great video highlighting ways to stay safe while enjoying the water, and the City encourages everyone to visit cityhpil.com/watersafety to view the video. She thanked the incredible team of public safety professionals at the Fire Department for providing water rescue services, and to the Park Board and the team at the Park District for their continued partnership.
B. Other business
1. Len Cobey Award presented by the Downtown HP Property Owners Association
Mayor Rotering noted that the Downtown Highland Park Property Owners Association ("POA") was formed in 2007 for the long-term health of the downtown district. She explained that in 2009, the POA formed the Len Cobey Award, in honor of property owner Len Cobey, to be given annually or as deserved to individuals or organizations who prominently stand out in improving the downtown. She recognized Mitch Cobey, the son of Len Cobey, who has joined tonight's meeting. She stated that Property Owners Al Klairmont and Dino Dimitriou will present the 2022 Len Cobey Award.
Property Owners Al Klairmont and Dino Dimitriou, joined by Mitch Cobey (son of Len Cobey), presented the Award to First Bank of Highland Park for its longstanding dedication to Highland Park.
Eric Ephraim, President and CEO of First Bank of Highland Park accepted the award and provided a statement underscoring First Bank’s commitment to continued engagement and investment in the vibrancy of the Highland
Park community.

ITEMS FOR OMNIBUS VOTE CONSIDERATION
Councilmember Stone noted that item 11 is to be continued at the request of the applicant. She noted items 4 & 9 should be approved as amended. She stated that for item 4, the amendment is to add gender identity to Section 12.2 and strike the requirement that “all primary collection trucks shall operate on Compressed Natural Gas” from Section 12.5(b). She noted that for item 9, the amendment is to add illuminated sign to Section 5(e) as discussed at the last meeting.
Councilmember Tapia noted that he would need to recuse himself for items 9-10 as he is a Trustee on the Ravinia Festival Board.
Councilmember Stone Moved to approve items 1-10 and 12. Councilmember Lidawer seconded the motion.
