City of Highland Park Committee of the Whole met May 9.

CALL TO ORDER

At 5:52 PM, Mayor Rotering called the meeting to order and asked for a roll call:

PRESENT: Mayor Rotering, Councilmembers Tapia, Stolberg, Stone, Blumberg, Lidawer 

REMOTE: Councilmember Holleman

ABSENT: None

STAFF PRESENT: City Manager Neukirch, Community Development Director Fontane, Assistant City Manager Jason, Fire Chief Schrage, Communications Manager Civitello, Commander Olson, Sergeant Galati

ALSO PRESENT: Corporation Counsel Elrod

APPROVAL OF MINUTES

1. Approval of the Minutes of the Regular Meeting of the Committee of the Whole Held on April 25, 2022

Councilmember Stone move to approve the Minutes of the Regular Meeting of the Committee of the Whole held on April 25, 2022. Councilmember Blumberg seconded the motion. Upon a voice vote, the Mayor declared the motion passed unanimously.

RESULT: ADOPTED [UNANIMOUS]

MOVER: Kim Stone, Councilmember

SECONDER: Anthony Blumberg, Councilmember

AYES: Mayor Rotering, Councilmembers Tapia, Stolberg, Stone, Blumberg, Holleman, Lidawer

SCHEDULED BUSINESS

1. Request for Excused Absence of an Appointed Volunteer

City Manager Neukirch stated that Plan and Design Commission ("PDC")

Commissioner Diane Weil has informed the City that she will miss three consecutive PDC meetings and is requesting one absence to be excused by the City Council. She explained that if the absence is not excused, she will automatically be removed from PDC when she misses her third consecutive meeting. She noted that staff is recommended the absence be excused.

The Committee was in consensus to excuse one of the absences for Commissioner Weil.

Councilmember Stolberg commented on Commissioner Weil's attendance as Council Liaison to the PDC.

CLOSED SESSION

Councilmember Blumberg moved the Committee close its meeting to the public, pursuant to the following cited sections of the Illinois Open Meetings Act (5 ILCS 120/2(c)), for the purposes of (i) approval of closed session minutes (5 ILCS 120/2(c)(21)); (ii) security (5 ILCS 120/2(c)(8)); and (iii) setting price to sell/lease property (5 ILCS 120/2(c)(6)). Councilmember Stone seconded the motion. Upon a roll call vote, the Mayor declared the motion passed unanimously.

At 5:55 PM, the Committee recessed the public portion of the meeting to meet in Closed Session.

At 6:39 PM, the Mayor reconvened the open session of the Committee of the Whole Meeting.

Members Remote: Councilmember Holleman

Members Absent: None

City Staff Present: City Manager Neukirch, Assistant City Manager Jason, Communications Manager Civitello

Also Present: Corporation Counsel Elrod

ADJOURNMENT

Councilmember Stolberg moved to adjourn. Councilmember Blumberg seconded the motion. Upon a voice vote, the Mayor declared the motion passed unanimously.

The Mayor declared the meeting adjourned at 6:40 PM.
