City of Highland Park Board of Fire and Police Commissioners met May 11.

CALL TO ORDER

At 1:00 PM Chairman Rachman called the meeting to order and asked for a roll call.

ROLL CALL

Members Present: Chairman Stephen Rachman, Commissioner Steven Adatto Members Absent: Commissioner Kiki Katz

Staff Present: Fire Chief Joe Schrage, Board Secretary Nick Barnes, Detective Tom Spanos, Detective Elvin Girona, Chief of Police Lou Jogmen (entered meeting at 1:08 PM)

Others Present: None

APPROVAL OF MINUTES

A. Special Meeting of the Board of Fire and Police Commissioners – April 22, 2022 Chairman Rachman requested the Board table the approval of the April 22, 2022 minutes until next meeting as only one Board member present was at the previous dated meeting. The Board will move to approve minutes at the next scheduled meeting assuming Commissioner Katz and Chairman Rachman are present.

CLOSED SESSION

Chairman Rachman entertained a motion from Commissioner Adatto that the Board of Fire and Police Commissioners close its meeting to the public pursuant to Section 2(c) of the Illinois Open Meetings Act (5 ILCS 120/2(c)) for the purpose of discussing personnel matters.

On a voice vote:

Voting Yea: Chairman Rachman, Commissioner Adatto

Special Meeting – Board of Fire and Police Commissioners

Voting Nay: None

Abstain: None

Absent: Commissioner Katz

Chairman Rachman declared that the motion passed.

At 1:03 PM the Board of Fire and Police Commissioners recessed the public portion of the meeting to meet in closed session.

At 1:27 PM Chairman Rachman reconvened the open session of the Board of Police and Fire Commissioners and asked for a roll call. All members previously role called were present.

CLOSED SESSION REVIEW

The Board discussed and came to a consensus on post-offer screening elements for Firefighter / EMT II candidate David Koelper and Police Officer Candidate Warren Jones.

SCHEDULED BUSINESS

The Board communicated a consensus decision on the following PASS/FAIL post-offer screening elements for Firefighter / EMT II candidate David Koelper

Psychological Assessment

PASS

Medical Assessment

PASS

Comprehensive Background Check

PASS

The Board communicated a consensus decision on the following PASS/FAIL post-offer screening elements for Police Officer candidate Warren Jones:

PASS

Medical Assessment

PASS contingent upon receipt of a “Medically acceptable for work of this type” examination conclusion and a negative drug test result from Advocate Medical Group –

Occupational Health

Comprehensive Background Check

PASS

Special Meeting – Board of Fire and Police Commissioners

OTHER BUSINESS

Board Secretary Nick Barnes briefed the Board on upcoming recruitment processes.

BUSINESS FROM THE PUBLIC

There was no business from the public.

ADJOURNMENT

Chairman Rachman entertained a motion by Adatto to adjourn the meeting.

On a voice vote:

Voting Yea: Chairman Rachman, Commissioner Adatto

Voting Nay: None

Abstain: None

Absent: Commissioner Katz

Chairman Rachman declared that the motion passed.

The Board of Police and Fire Commissioners adjourned its meeting at 1:30 PM
