City of Highland Park Transportation Advisory Group met Sept. 28.

Here are the minutes provided by the group:

I. CALL TO ORDER

At 6:04 p.m., Vice Chair Hector-Hsu called the meeting to order and asked Civil Engineer Milanesio to call the roll.

II. ROLL CALL

Members Present: Hector-Hsu, Merkey, Rubin, Maximilian, Rossen, and Samson

Members Absent: Mainzer, Bielenberg

Civil Engineer Milanesio declared that a quorum was present.

Staff Present: City Engineer Gomez, P.E., Civil Engineer Milanesio, P.E., Planner Fawell, Student Representative Posner

III. APPROVAL OF MINUTES

1. Approval of the Minutes of the Regular Meeting of the Transportation Advisory Group Held on March 23rd, 2022

Vice Chair Hector-Hsu entertained a motion to approve the minutes of the Regular Meeting of the Transportation Advisory Group meeting held on March 23rd, 2022. Member Rossen so motioned, Member Rubin seconded the motion. Upon a roll call vote, the motion passed unanimously.

RESULT: ADOPTED [UNANIMOUS]

AYES: Hector-Hsu, Merkey, Rubin, Maximilian, Rossen, and Samson

ABSTAIN: None

IV. BUSINESS FROM THE PUBLIC

a. There was none.

V. NEW BUSINESS

a. Review of the 2023 TAG Work Plan

The draft copy of the 2023 Transportation Advisory Group Work Plan was distributed to all the members prior to the meeting. Member Rossen requested to update the Work Plan to reflect the recent name change of the Bikewalk Advisory Group to Bike Walk Highland Park. Member Rossen also requested to add Complete Streets Policy as one of the items the group provides advisory recommendations.

b. Request for feedback from the Transportation Advisory Group of the draft Complete Streets Policy

City Council instructed Staff to provide the draft Complete Streets Policy to the Transportation Advisory Group for feedback. Planner Fawell from the Department of Community Development was present at the meeting to provide a brief history, summary and answer questions from the group about the draft Complete Streets Policy. After Planner Fawell’s presentation, she began to document comments and feedback from the group. The group reviewed each section of the draft policy and provided feedback

After the group completed the review and provided feedback, the group requested to receive the final draft.

VI. BUSINESS FROM TRANSPORTATION ADVISORY GROUP MEMBERS

a. There was none.

VII. BUSINESS FROM CITY STAFF

a. 2022 Half Day Road Project

Civil Engineer Milanesio, P.E. discussed the recently completed Half Day Road Water Main Project. In addition to the water main improvements, the traffic signal was enhanced with ADA compliant pedestrian push button crosswalks, ADA compliant crosswalk ramps with ADA detectable panels and refreshed sharrow pavement markings.

b. Green Bay Road Project Update

City Engineer Gomez, P.E. provided a detailed update to the group about the future Green Bay Road Reconstruction project. The scope of the project will include new concrete curbs, traffic signals modernization, dedicated bike lane in each direction, upsizing storm sewers, water main replacements, and replacement of impacted driveway aprons. Parkway areas will be restored including tree replacements. All construction work will be completed within the City’s right-of-way.

City Engineer Gomez presented to the group with two sets of conceptual plans for the reconstructed Green Bay Road corridor which begins at Central Avenue and ends at Clavey Avenue. One set included Green Bay Road with a concrete barrier median separating the roadway from the proposed bike lane and the other plan set showed Green Bay Road with flexible delineators separating the roadway from the proposed bike lane. Additionally, the plans showed the potential tree impact for both options. There was discussion by the group and in general the group was more in favor of the option the concrete barrier median.

VIII. ADJOURNMENT

Member Rossen moved to adjourn, Member Rubin seconded the motion. On a roll call vote, Vice Chair Hector-Hsu declared the motion passed unanimously.

The Transportation Advisory Group adjourned its meeting at 7:58 PM.
