City of Highland Park Board of Fire and Police Commissioners met Dec. 1.

CALL TO ORDER 

At 4:32 PM Chairman Rachman called the meeting to order and asked for a roll call.

ROLL CALL 

Members Present: Chairman Stephen Rachman, Commissioner Steven Adatto, Commissioner Kiki Katz

Members Absent: None

Staff Present: Fire Chief Joe Schrage, Chief of Police Lou Jogmen, Detective Tom Spanos, Detective Elvin Girona, and Board Secretary Nick Barnes

Others Present: None

APPROVAL OF MINUTES 

Special Meeting of the Board of Fire and Police Commissioners – October 20, 2022

Chairman Rachman requested a motion to approve the open and closed session Minutes of a Special Meeting of the Board of Fire and Police Commissioners for the date of October 20, 2022

Commissioner Katz moved to approve the minutes. Commissioner Adatto seconded.

On a voice vote:

Voting Yea: Chairman Stephen Rachman, Commissioner Steven Adatto, Commissioner Kiki Katz

Voting Nay: None

Abstain: None

Absent: None

Chairman Rachman declared that the motion passed.

CLOSED SESSION 

Chairman Rachman requested a motion that the Board of Fire and Police Commissioners close its meeting to the public pursuant to Section 2(c) of the Illinois Open Meetings Act (5 ILCS 120/2(c)) for the purpose of discussing personnel matters.

Commissioner Katz moved to move to closed session. Commissioner Adatto seconded.

On a voice vote:

Voting Yea: Chairman Stephen Rachman, Commissioner Steven Adatto, Commissioner Kiki Katz

Voting Nay: None

Abstain: None

Absent: None

Chairman Rachman declared that the motion passed.

At 4:33 PM the Board of Fire and Police Commissioners recessed the public portion of the meeting to meet in closed session.

At 5:15 PM Chairman Rachman reconvened the open session of the Board of Police and Fire Commissioners and asked for a roll call.

ROLL CALL 

Members Present: Chairman Stephen Rachman, Commissioner Steven Adatto, Commissioner Kiki Katz

Members Absent: None

Staff Present: Chief of Police Lou Jogmen, and Board Secretary Nick Barnes Others Present: None

CLOSED SESSION REVIEW 

The Board reviewed and came to a consensus determination on post-offer screening elements for Police candidates Matthew Tolmie and Nicolas Odonnell. Fire Chief Joe Schrage, Detective Tom Spanos and Detective Elvin Girona exited the meeting at 5:03 PM.

SCHEDULED BUSINESS 

A. Approval of FY2023 Work Plan

Chairman Rachman entertained a motion from Commissioner Katz for the Board to approve the FY2023 Work Plan. Commissioner Adatto seconded.

On a voice vote:

Voting Yea: Chairman Stephen Rachman, Commissioner Steven Adatto, Commissioner Kiki Katz

Voting Nay: None

Abstain: None

Absent: None

B. Approval to destroy verbatim records older than 18 months

Chairman Rachman entertained a motion from Commissioner Katz for the Board to approve the destruction of verbatim records older than 18 months. Commissioner Adatto seconded.

On a voice vote:

Voting Yea: Chairman Stephen Rachman, Commissioner Steven Adatto, Commissioner Kiki Katz

Voting Nay: None

Abstain: None

Absent: None

C. Approval to release closed session minutes older than 6 months

Chairman Rachman entertained a motion from Commissioner Katz for the Board to approve the release of closed session minutes older than 6 months. Commissioner Adatto seconded.

On a voice vote:

Voting Yea: Chairman Stephen Rachman, Commissioner Steven Adatto, Commissioner Kiki Katz

Voting Nay: None

Abstain: None

Absent: None

D. Approval of Police Entry Level & Lateral Eligibility Processes

Chairman Rachman entertained a motion from Commissioner Katz for the Board to approve City staff to conduct Police Entry Level and Lateral eligibility processes consistent with past practices. Commissioner Adatto seconded.

On a voice vote:

Voting Yea: Chairman Stephen Rachman, Commissioner Steven Adatto, Commissioner Kiki Katz

Voting Nay: None

Abstain: None

Absent: None

E. Approval of Fire Lieutenant Eligibility Process

Chairman Rachman entertained a motion from Commissioner Adatto for the Board to approve City staff to conduct a Fire Lieutenant Eligibility process consistent with past practices. Commissioner Katz seconded.

On a voice vote:

Voting Yea: Chairman Stephen Rachman, Commissioner Steven Adatto, Commissioner Kiki Katz

Voting Nay: None

Abstain: None

Absent: None

F. Selection of two regular meeting dates for calendar year 2023

Chairman Rachman entertained a motion from Commissioner Katz to select two regular meeting dates for calendar year 2023: June 2 and December 1, 2023. Commissioner Adatto seconded.

On a voice vote:

Voting Yea: Chairman Stephen Rachman, Commissioner Steven Adatto, Commissioner Kiki Katz

Voting Nay: None

Abstain: None

Absent: None

Chairman Rachman declared the meeting in recess from 5:25 to 5:40 PM.

CLOSED SESSION 

Chairman Rachman requested a motion that the Board of Fire and Police Commissioners close its meeting to the public pursuant to Section 2(c) of the Illinois Open Meetings Act (5 ILCS 120/2(c)) for the purpose of discussing personnel matters.

Commissioner Katz moved to move to closed session. Commissioner Adatto seconded.

Chairman Rachman declared that the motion passed.

At 5:40 PM the Board of Fire and Police Commissioners recessed the public portion of the meeting to meet in closed session.

At 6:30 PM Chairman Rachman reconvened the open session of the Board of Police and Fire Commissioners and asked for a roll call. All members previously role called were present.

CLOSED SESSION REVIEW 

The Board interviewed a candidate for Police Officer (Lateral).

OTHER BUSINESS 

There was no other business.

BUSINESS FROM THE PUBLIC 

There was no business from the public.

ADJOURNMENT 

Chairman Rachman entertained a motion by Commissioner Adatto to adjourn the meeting. Commissioner Rachman seconded.

On a voice vote:

Voting Yea: Chairman Stephen Rachman, Commissioner Steven Adatto, Commissioner Kiki Katz

Voting Nay: None

Abstain: None

Absent: None

Chairman Rachman declared that the motion passed.

The Board of Police and Fire Commissioners adjourned its meeting at 6:32 PM
