Joint resolution to transfer property owned by the County of Lake, located at 900 Kilbourne Road in the Village of Gurnee to the Gurnee Park District for the public purpose of open space public use, subject to the conditions and restrictions described in Exhibit B.

∙ The County of Lake owns three parcels of real property containing approximately 5.759 acres at 900 Kilbourne Road in Gurnee, Illinois. 

∙ Funding from the Department of Commerce and Economic Opportunity (DCEO) and the Illinois Emergency Management Agency (IEMA) was used to acquire floodplain, flood damaged, real property, formerly known as the Gurnee Grade School, in 2013. 

∙ The real property is subject to the restrictive covenants set forth herein Exhibit B. ∙ This Joint Resolution authorizes the transfer of ownership of the three parcels of real property containing approximately 5.759 acres. 

∙ This Joint Resolution authorizes the Lake County Board Chair and the Lake County Clerk to execute the Quit Claim Deed, and any required closing document(s), necessary to complete the aforedescribed conveyance to the Gurnee Park District dedicated in perpetuity for open space public use and purposes.

Presentation and discussion on community solar options to offset Lake County energy usage. 

∙ The County’s energy consultant, Tradition Energy will provide an informational presentation on community solar and support a discussion reviewing options available to Lake County.

Presentation and discussion on programs that subsidize resident purchases of electric lawn equipment. 

∙ Staff was previously provided direction by the Committee to research lawn equipment electrification programs currently available in other States and determine methods of possibly providing such programs in Lake County. 

∙ Staff have prepared an informational presentation overviewing available lawn electrification programs in the United States, and a summary of considerations for offering such a program in Lake County.

Presentation and discussion regarding results of Committee workplan prioritization exercise.

∙ On the February 1, 2023, Planning, Building, Zoning, and Environment Committee meeting, staff presented the current workplan for environmental sustainability-related programs and initiatives for Fiscal Year (FY) 2023. 

∙ After the March 8, 2023, Planning, Building, Zoning, and Environment Committee meeting, Committee Members conducted a prioritization exercise for potential amendments to the 2023 workplan.

∙ Staff have prepared an informational presentation on the results of the exercise and will discuss potential amendments to the workplan.

Resolution supporting and endorsing Grow Geo Chicagoland as facilitated by the Midwest Renewable Energy Association and Citizens Utility Board. 

∙ At the March 8, 2023, Planning, Building, Zoning, and Environment Committee meeting, Midwest Renewable Energy Association and Citizens Utility Board presented on upcoming group buy programs available for Lake County residents related to geothermal installations. 

∙ The Committee directed staff to draft a resolution supporting and endorsing the program.
