Village of Beach Park Village Board met Oct. 24

Here are the minutes provided by the board:

The Beach Park Village Board held a Regular Board Meeting on October 24, 2024 at the Beach Park Village Hall at 7:00 P.M.

PRESENT: Mayor John Hucker, Clerk Mary Jo McDonald, Attorney James Ferolo. Trustees: Richard Gust, Don Jensen, Regina Miller, Linda Sittig and Larry Wells.

Public Comment On Agenda Items Village Resident Joe Heim discussed Agenda Item 6A.

Consent Agenda Tr. Gust made a motion to approve the Consent Agenda which includes the following items:

a. Approval of Village Board Regular Meeting Minutes – October 10, 2024.

b. Bills presented for payment in the amount of $192,066.90.

c. September 2024 Finance Report

d. September 2024 Community Development Report

Tr. Miller seconded the motion. Roll Call.

Mayor’s Report Mayor Hucker reported on the Bull Creek Sheridan Road Project which is in the final stages and will be finished by the target date of November 22, 2024.

REPORTS FROM TRUSTEES:

Finance Committee Tr. Jensen reported the next Finance Committee meeting will be held on Tuesday, November 19, 2024 at 6:00PM.

Parks and Recreation Committee Tr. Gust had no report.

Planning, Building and Zoning Committee Tr. Wells had no report.

Public Relations and Intergovernmental Committee 

Tr. Miller discussed the following items:

• Trick or Treat is Sunday, October 27th from 2:00pm to 5:00pm.

• Drug Take Back is Saturday, October 26th from 10:00am to 2:00pm.

Public Safety Committee

Tr. Sittig discussed the following items:

• Daylight Savings time is November 3rd turn the clocks back one hour.

• Don’t forget to change the batteries in your smoke detectors.

Public Works Committee Tr. Miller had no report. She presented Resolutions 23& 24 and a Final Pay Application.

Resolution 2024-R-23  Tr. Miller made a motion to APPROVE RESOLUTION 2024-R-23, A RESOLUTION APPROVING A TASK ORDER WITH HMG ENGINEERS FOR DESIGN AND BIDDING SERVICES FOR THE 2025 MFT STREET MAINTENANCE PROJECT IN AN AMOUNT NOT TO EXCEED $79,850.00.

Tr. Gust seconded the motion. Roll Call.

Resolution 2024-R-24 Tr. Miller made a motion to APPROVE RESOLUTION 2024- R-24, A RESOLUTION ACCEPTING A PROPOSAL AND AUTHORIZING EXECUTION OF A CONTRACT WITH WHITNEY MIRAN CO., OF BEACH PARK, IL FOR THE 2024 SIDEWALK REPLACEMENT PROGRAM IN THE AMOUNT OF $16,800.00. Tr. Gust seconded the motion.

Roll Call.

Final Pay App Tr. Miller made a motion to Approve the Final Pay Application from Campanella & Sons, Inc. for the Wadsworth Road Water Main Interconnect Project in the amount of $375,501.53. Tr. Gust seconded the motion. Roll Call.

Tax Increment Finance Committee Mayor Hucker had no report.

Staff Reports None

Memorial Plaque Tr. Gust made a motion to approve a Licensing Agreement with the VFW for a Memorial Plaque at Founders Park. Tr. Miller seconded the motion. Roll Call.

Ordinance 2024-O-20  Tr. Miller made a motion to PASS ORDINANCE 2024-O-20, AN ORDINANCE AMENDING CHAPTER 5.16 OF TITLE 5 OF THE BEACH PARK, ILLINOIS, VILLAGE CODE BY MODIFYING THE NUMBER OF LIQUOR LICENSES.

Class J license increased by 1 from 3 to 4. Tr. Gust seconded the motion. Roll Call. Trs. Gust, Jensen, Miller and Mayor Hucker voted “Aye.” Tr. Sittig voted “Nay.” Tr. Wells Abstained.

Old Business None

New Business Tr. Jensen reminded everyone to Vote.

Citizens Addressing The Board Village Resident David O’Rear discussed Ordinance 2024-O20. He was glad to see that a restaurant will be going into the empty building.

Executive Session None

Adjournment 7:30 P.M. Tr. Jensen made a motion to adjourn. Tr. Sittig seconded the motion. Roll Call

Meeting adjourned at 7:30P.M.
