Lake County considers pact with Round Lake on anti-gang efforts

At a meeting this week, the Lake County Law and Judicial Committee considered a resolution to establish an operational agreement between the Lake
County Sheriff’s Office (LCSO) and Round Lake Park Police related to the Lake County Gang Task Force.

The Lake County Law and Judicial Committee is responsible for setting court fees, overseeing the Fox Waterway Advisory Board and overseeing the Emergency Telephone Systems Board (911).

Joint resolution authorizing a contract with Prescient Development Inc. of Schaumburg,

Illinois, for the emergency procurement of information technology services for the Lake County

Sheriff’s Office (LCSO) in the amount of $268,500.

· Due to staff departures, there is a need to contract for technology services for the

LCSO to maintain critical operations.

· The LCSO requested assistance from the Purchasing Division, Department of

Information Technology and County Administrator’s Office to identify a responsible

vendor who could provide emergency services for a period of six months to minimize

serious disruption of government services.

· The LCSO and Purchasing Division evaluated firms providing similar services in the

regional area and identified Prescient Development Inc. of Schaumburg, Illinois, as a

responsible vendor to provide staff augmentation for information technology services

for the LCSO.

· Pursuant to the Lake County Purchasing Ordinance, emergency procurements are

made when a threat exists to public health, welfare, or safety, or to prevent or minimize

serious disruption of government services.

· Pursuant to Article 6, Section 103, the LCSO submitted a written determination of the

basis for the emergency and the certification that the selection of the vendor is

appropriate.

· This contract authorizes the purchase of information technology services for the LCSO

with Prescient Development Inc. of Schaumburg, Illinois, for a six month period in the

amount of $268,500.

· The Sheriff’s Office will work with purchasing to develop a RFP and will use the

professional selection process to obtain technology services for the future.

Joint resolution to enter into a contract with Armor Correctional Health Services Inc. of Miami,

Florida, in the estimated amount of $2,853,960 per year for inmate and juvenile healthcare

services.

· The current contract to provide healthcare services for the Adult Correctional Facility

and Juvenile Detention Center will expire on June 20, 2016.

· A Request for Proposal (RFP) was developed following extensive research into

contracts and best management practices for healthcare services provided to other

comparable county and juvenile detention facilities.

· The RFP was sent to 21 vendors and proposals were received from two vendors.

· An interdepartmental committee comprised of representatives from the Sheriff’s Office,

Court Administration, Juvenile Detention, Health Department, Risk, Purchasing, and the

State’s Attorney’s Office reviewed the proposals.

· Based on the criteria set forth in the RFP for inmate and juvenile healthcare services,

the proposal submitted by Armor Correctional Health Services Inc. of Miami, Florida,

is the most qualified and most favorable for Lake County.

· The contract authorizes a two year agreement with three additional one year renewal

options that will cost the County an estimated annual amount of $2,853,960.

Resolution approving the Memorandum of Understanding (MOU) by and between the Lake

County Sheriff’s Office (LCSO) and Round Lake Park Police; for establishing goals and

working arrangements related to the Lake County Gang Task Force.

· The LCSO has been working with the Round Lake Park Police Department to establish

and implement a Gang Task Force.

· The main objective of the task force is to both prevent and combat criminal gang

activity in Lake County.

· This MOU establishes the commitment of all participants in supporting the goals of the

task force and to maintain and sustain managerial, financial and administrative

functions related to the operation of the task force.

· Participating in the task force includes a two year commitment which will expire in 2018.

· Participating staff members appointed by outside agencies will be approved by the

LCSO.
