Motion by, J. Herchenbach seconded by K. Garesche to approve the Planning and Zoning Commission meeting minutes of March 7, 2018.

Public Hearing – PZC-08- 2018 – Mural Text Amendment

Motion by J. Herchenbach, seconded by R. Rose to open Public Hearing PZC-08-2018.

Collen Malec, Planner, gave an explanation regarding the request for the text amendment. The Mundelein Arts Commission (MAC) presented a plan to the Village Board on January 22, 2018 for a Mural Program. The MAC intends to commission and install a number of murals throughout Downtown Mundelein.

Currently, murals are not explicitly listed as a permitted use in the Zoning Ordinance and are therefore not permitted anywhere in the Village. This text amendment proposes to add “Murals” as a new use category and to allow them in certain Downtown zoning districts as a Special Use. The text amendment also establishes Use Standards for murals. Each individual mural would require a Special Use Permit, which involves public meetings with the Planning and Zoning Commission and Village Board.

The floor was opened to public comment

Joyce Lee, Arts Commission Chairperson, stated that the Arts Commission is very close to starting their first mural.

They have determined a location and are currently seeking artists.

The Commissioners discussed mural content, cost (who pays), material, vandalism, security, funding, sponsorship, and cost to remove, replace, or repair.

Motion by R. Rose, seconded by J. Herchenbach to recommend approval of a text amendment to Table 20.36-1 of Section 20.32.020, Section 20.68.040, and Section 20.48.030(V) of the Zoning Ordinance regarding murals.
