City of Highland Park City Council met April 16.

Regular City Council Meeting via teleconference to phone number (847) 322-0076 (Members of the public may call in to hear the proceedings of the meeting, and make public comments under the “Public Comment” portion of the agenda)

ROLL CALL – City Clerk Dirzo

Present: Aldermen Telle, Dennis, Ortega, Hart, Eaker

In Attendance: Mayor Steve Pannell, Inspector Bernard Pondextor, City Engineer Ken Magnus, City Attorney Peter Karlovics

Absent: City Treasurer, Police Chief Holderbaum, Alderman Bibian

OPEN TO THE PUBLIC:

Motioned by Alderman Eaker and seconded by Alderman Hart to approve consideration of the Consent Agenda by Omnibus Vote, item A:

Ayes: 5 Aldermen: Telle, Dennis, Ortega, Bibian, Hart

Nays: 0

Motion Passed

A. Reading and Approval of Bills Payable – April 16th, 2020

It was motioned by Alderman Eaker and seconded by Alderman Hart to approve item A of the Consent Agenda.

Ayes: 5 Aldermen: Telle, Dennis, Ortega, Bibian, Hart, Eaker

Nays: 0

Motion Passed

NEW BUSINESS:

A. Award contract for the 2020 MFT Resurfacing Project of the removal and replacement of asphalt, defective curb and gutter on Frontage Road between Sutherland and Lake Park, and the Greenview and Bryn Mawr cul-de-sacs at Cornell Avenue to Chicagoland Paving, in the amount of $177,000.00 with an upper limit of $194,782.50.

IT WAS MOTIONED BY ALDERMAN EAKER AND SECONDED BY ALDERMAN TELLE TO APPROVE THE BID AS PROVIDED IN THE AGENDA.

Nays: 0

OLD BUSINESS:

COMMITTEE REPORTS

A. WATER AND SEWER COMMITTEE – Chairman Dennis – No Report

B. LICENSE AND FINANCE COMMITTEE – Chairman Bibian – No Report

C. PARKS AND RECREATION – Liaison – Alderwoman Ortega – No Report

STAFF, OFFICERS, AND COUNCIL MEMBERS COMMENTS:

A. POLICE CHIEF – Walter Holderbaum

B. ENGINEER – Kenneth Magnus

C. BUILDING DEPARTMENT & PUBLIC WORKS – Mayor Pannell

D. CITY ATTORNEY – Peter Karlovics

Lake County Court House currently is only function with 2 court rooms at the time. All of branch courts and Waukegan Court house are closed until further notice, recommending against writing citations and tickets.

E. ALDERMEN

HART: ALDERMAN HART WANTED TO VERIFY IF SUSAN CIRCLE WAS PART OF HER WARD. PER MAYOR PANNELL THAT IS NOT PART OF HER WARD. DENNIS: WOULD LIKE TO MEET WITH MAYOR AND CHIEF HOLDERBAUM TO REVIEW

ORTEGA: KID’S DAY AT THIS POINT HAS BEEN POSTONED UNTIL FURTHER NOTICE, UNCERTAIN OF WHEN THIS WILL BE ABLE TO BE HELD.

F. CITY CLERK – NO COMMENT

G. CITY TREASURER – ABSENT

MAYOR’S REPORTS AND APPOINTMENTS: All appointments are for 1 year unless stated otherwise

Mayor Pannell is seeking to use Mayoral Purchasing Authority to purchase and replace Police Department servers costing in the amount of $10,284.

No objections from City Council.

Currently no permits are being issued, but Mayor is asking that if Council members do see work being done with permits or violations, to please notify him.

ADJOURNMENT:

It was motioned by Alderman Dennis and seconded by Alderman Eaker to table the rest of the Agenda and adjourn the regular council meeting at 7:20 PM
