Update on COVID-19 Related Rental, Utility, and Food Assistance Programs.

Proposed resolution approving a professional services agreement with Lake County Partners to administer the Small Business Recovery Program in the amount of $60,000.

· Lake County received funding from the United States Government pursuant to the Coronavirus Aid, Relief and Economic Security Act (CARES Act) and $10,000,000 was allocated by the County Board at its June 9, 2020 for the Small Business Recovery Program.

· The Economic and Business Task Force has secured a professional services agreement with Lake County Partners to streamline the management and disbursement of Program funds to local small businesses. Funding for service delivery will be provided from the Small Business Recovery Program $10,000,000 allocation of CARES Act funds.

· Lake County Partners is uniquely positioned to provide the services based on its long-standing relationship with the County and its contacts in the business community.

· Under the terms of the contract, Lake County Partners will create the application, distribute to businesses, ensure completed applications meet basic criteria, and prepare a recommendation for funding for the County to issue payment.

· Pursuant to Article Six, Section 102, the Purchasing Agent has approved the bid exemption on the basis of an existing long-standing successful relationship for services, and the knowledge gained through this relationship adds value integral to the services provided.

Proposed resolution authorizing an emergency appropriation for the CARES Act Coronavirus Relief Fund by the F&A Special Committee on COVID-19 Recovery in the amount of $10,000,000 for Municipality and Fire Protection District Reimbursement and funded through Lake County’s allocation of the CARES Act Coronavirus Relief Fund.

· The Coronavirus Aid, Relief, and Economic Security (CARES) Act was passed by Congress and signed into law on March 27, 2020. Lake County’s population over 500,000 resulted in the ability to directly apply for funding. On April 23, 2020, Lake County received $121,539,986.20.

· These funds are required to be used to cover expenses that: 1) are necessary due to the public health emergency with respect to the Coronavirus Disease 2019 (COVID-19); 2) were not accounted for in Lake County’s approved Fiscal Year 2020 budget; and 3) were incurred during the period March 1, 2020 - December 30, 2020.

· On Friday, June 12, 2020, the F&A Special Committee on COVID-19 Recovery determined that $10,000,000 shall be appropriated for reimbursement of eligible expenses for Lake County’s municipalities and fire protection districts and that the maximum appropriation for this round of funding will be based on the population for each interested entity.

· An emergency appropriation is necessary to make the funds available for this purpose.

· Additional emergency appropriations will be necessary to make additional funds available for use.

· To ensure maximum efficiency in providing reimbursement funds to municipalities and fire protection districts, authority to execute all agreements between the County and each interested municipality or fire protection district will be delegated to the County Administrator or their designee(s).
