CHAIR'S REMARKS
It’s been a busy month, as it always is. We have been working closely with our federal delegation regarding the American Rescue Plan, which is going to be so critical to our residents and partners who are working together to get our county through this crisis.
We continue to be focused on saving money as we navigate through this pandemic. We are working with our county partners to seek out ways we can reduce costs while ensuring that we are engaging our stakeholders in these discussions, which includes the LCML, Chiefs of Police, and our countywide elected officials.
I’m really proud of the efforts of this board, especially Marah Altenberg, for your work in helping people get registered and volunteering at the many sites across Lake County. Many of us are volunteering at local food banks
Our health department has done an outstanding job distributing vaccines on a fair and equitable basis and acting as a safety net to vax our first responders and 65+ population. As a reminder, the vast majority of vaccinations will occur with our health providers.
Governor Pritzker visited Lake County again, this time to celebrate the $35MM state investment in College of Lake County in downtown Waukegan through the Rebuild Illinois monies, which importantly is paid for through gas taxes.
He also spoke, with members of the state house and senate, regarding the Criminal Justice Reform Bill. State’s Attorney Eric Rinehart was there too and also spoke about how this bill will make our communities safer and our courts more just.
I served on a panel with Representative Casten, and later with Representative Underwood, regarding the need for more federal dollars and we are grateful to our federal delegation who are taking important steps, and difficult votes, to provide much needed relief to our residents.
I attended an informational seminar held by Center for Illinois Politics in which parties discussed the Criminal Justice Reform Bill, in which SA Eric Rinehart was one of the main participants.
Last week I met with the area hospitals and am really heartened to hear that they are able to ramp up their vaccination efforts to approximately 1,000 per day.

Coronavirus (COVID-19) Updates:
Thursday, March 11, marks the one-year anniversary of Lake County’s first case of COVID-19. Lake County has had over 55,000 confirmed COVID-19 cases and over 920 deaths. Over 800,000 tests have been administered. Lake County’s recovery rate is 98.2 percent.
There has been a six-week downward trend in cases nationwide. However, cases in the United States are plateauing at higher levels than were seen in the first wave of the pandemic.
As cases of new COVID-19 variants continue to climb in the United States, including right here in Lake County, we must continue to be vigilant to prevent the spread of COVID-19. Follow the 3 Ws – wear a mask, wash your hands, and watch your distance – and get the COVID-19 vaccine when it is available to you.
Region 9, which includes Lake and McHenry counties, continues to see stable testing positivity rates and ICU bed availability, as well as declines in COVID-19 hospitalizations. For more information on Lake County’s response to COVID-19, please visit the Lake County Coronavirus website, www.lakecountyil.gov/coronavirus, and sign up for email updates from the Health Department.
COVID-19 Vaccination Updates:
Safe and effective COVID-19 vaccines are an important tool that will help us put an end to the pandemic. Lake County’s goal is to fully vaccinate 80% of our population to achieve herd immunity from COVID-19. This amounts to 560,000 people receiving the vaccine. So far, nearly 160,000 doses of the COVID-19 vaccine have been administered to Lake County residents. Approximately 47% of Lake County seniors ages 65 and older have received at least one dose.
Vaccine supply continues to be limited, and the Health Department anticipates significant increases in its weekly allotment of vaccine beginning toward the end of March. The Biden administration has announced that the United States is expected to have enough vaccine available for every U.S. adult by June 2021.
The Johnson & Johnson COVID-19 vaccine received Emergency Use Authorization (EUA) on February 27, 2021, for use in people ages 18 years and older.
Approximately 44,000 people participated in the Phase 3 clinical trial for the Johnson & Johnson vaccine across all ages and ethnicities, across eight countries and three continents. No serious safety concerns were found during this extensive clinical trial, and the vaccine was shown to be highly effective at preventing illness, hospitalizations, and death. It was also effective against newer variants of the coronavirus.
Supply of this vaccine will be limited at first, with most doses in Illinois going to state-run mass vaccination sites. Lake County does not anticipate receiving regular shipments until later in March.
Residents are urged to take whatever vaccine is available to them to protect themselves and others. All three authorized COVID-19 vaccines are safe and extremely effective. Due to the current limitations in vaccine supply, Lake County will not yet be adopting the Illinois expansion of Phase 1b, called “Phase 1b plus” which began February 25. This expanded group includes people ages 16-64 with high-risk medical conditions and those with disabilities.
Per CDC recommendations, Lake County will move into the "Phase 1b plus" group when 60-70% of persons within the current phase are vaccinated or when supply of vaccines exceeds demand in the current phase.
Pharmacies and other entities that receive vaccine supply of their own (separate from the Lake County Health Department’s supply) are free to follow the expanded guidelines of the State.
The Health Department encourages people to explore their options for COVID-19 vaccination and take the first available appointment if they are eligible. There are four ways to access the vaccine:
1. Registering and being notified of appointment availability in the AllVax system; AllVax.lakecohealth.org. Residents who need assistance registering can call (847) 377-8130 or email AllVax@lakecountyil.gov;
2. Using the State’s Vaccine Locator website that lists pharmacies and other public sites at coronavirus.illinois.gov;
3. Checking with your healthcare provider for registration and availability – most health systems are reaching out to existing patients and cannot accommodate people calling to inquire about appointments at this time; and
4. Community vaccination sites are opening and are listed on our website as they become available – www.lakecountyil.gov/vaccine.
Our vaccination partners continue to assist us in vaccinating seniors, healthcare workers, Pre-K through 12th grade staff, daycare workers, and manufacturing employees. The Health Department continues to increase vaccinations at our Lake County Fairgrounds mass vaccination site, which is now operating 6 days per week. Vaccinations at this site include healthcare workers and others eligible in Phase 1a, as well as seniors ages 65 and older and first responders.

Ordinance amending Chapter 37, County-Wide Policies and Services, to add a Subsection after 37.045 but before 37.060 in the Lake County Code of Ordinances, for the procedure for the management and disposition of Real Estate and Tax Certificates acquired by the County of Lake, as Trustee, (COLT) for the respective taxing districts through the tax sale.
