Joint resolution appropriating $25,000 of Matching Tax funds for cellular phone service to communicate with various Lake County Division of Transportation field assets, including traffic signals, cameras, and snow and ice equipment and integration with Lake County PASSAGE.

•  The Lake County Division of Transportation and the Lake County PASSAGE Intelligent Transportation System gather data from traffic signals, vehicle counters, cameras, and maintenance vehicles to manage traffic operations, snow and ice maintenance operations, and provide the public with accurate and real-time information to make informed travel decisions.

•  This project is included in the Transportation Improvement Program, and designated as Section 24-00000-18-GM.

Ordinance providing for the payment of certain outstanding bonds of The County of Lake, Illinois, and authorizing and directing the execution of Escrow Agreement in connection therewith.

•  In 2013, the County water systems of Fox Lake Hills and Grandwood Park and the Villages of Lake Villa and Lindenhurst joined together to obtain Lake Michigan water from the Central Lake County Joint Action Water Agency (CLCJAWA). The County and Villages established working groups (SSA Planning Group) to manage the project and the construction of the necessary water system improvements to bring CLCJAWA to these four water systems.

•  Special Service Area (SSA) Number 16 was created by the County with both Villages’ consent, and included the territory served by the County’s Fox Lake Hills and Grandwood Park water systems and territory in Lake Villa and Lindenhurst. It was anticipated that a total principal amount of bonds up to $46,000,000 could be required to complete the improvements. Two sets of bonds were approved: the Series 2013 Bonds ($7,000,000), which provided an initial infusion of capital for the design of improvements, land acquisition and other related costs; and four “drawdown” bonds, four low-interest loans from the IEPA’s water revolving fund (a total of approximately $32,000,000).

•  Of the original $7,000,000 borrowed via the Series 2013 Bonds, $4,750,000 remains outstanding at an interest rate of 5.0%, payable December 1, 2037, and December 1, 2038. There is an opportunity to redeem (or defease) these Bonds and pay off that balance commencing December 30, 2023

•  The SSA Planning Group recommends that the County (1) redeem the balance of these Bonds as of December 30, 2023; (2) approve the proposed Ordinance authorizing the County to enter into an Escrow Agreement with Amalgamated Bank (trustee of the bonds) to deposit the necessary funds to redeem the outstanding Bonds and accrued interest ($4,815,729.62) and pay the associated transaction costs to complete the redemption (bond counsel fees, financial advisor fees and bank escrow fees for a total of $20,050).

•  It is anticipated that the special service area tax levy savings is $428 per $100,000 market value through 2037. For example, for a $250,000 home, the savings will be approximately $1,070 between tax years 2023 and 2037.

Joint resolution authorizing execution of a contract with Chicagoland Paving Contractors, Inc. of Lake Zurich, Illinois, in the amount of $88,952.90 for the Lake County Department of Public Works (LCPW) Maintenance Facility Paving Improvements in Libertyville, Illinois.

•  Pavement improvement is needed at the LCPW Maintenance facility alongside the equipment and storage areas.

•  The current surface course material in these areas has reached the end of its useful life and is experiencing pavement failures.

•  The County received bids from five contractors for this work ranging from $88,952.90 to $128,468.20.

•  The award of this contract is recommended to the lowest responsive and responsible bidder, Chicagoland Paving Contractors, Inc., who best meets the needs of the County in the amount of $88,952.90.

•  This resolution authorizes and directs the County Purchasing Agent to execute a contract with Chicagoland Paving Contractors, Inc. in the amount of $88,952.90.

Presentation of the Proposed 2024-2028 Capital Improvement Program for the Lake County Department of Public Works.

•  The five-year Capital Improvement Program is a planning document that serves as a guide for Lake County Department of Public Works future capital improvements.

•  It also provides a strategic approach as to how the department will address the list of capital projects presented and a review of some of the associated challenges.

•  The Public Works staff will present the Proposed 2024-2028 Capital Improvement Program to the Public Works and Transportation Committee on September 27, 2023, for discussion and feedback.

Committee action memo to approve the Fall 2023 Adopt-A-Highway Program.

•  In accordance with the Lake County Adopt-A-Highway Ordinance, Fall 2023 open enrollment is between August 1 and August 31, and 51 applications have been received for the application period.

•  This volunteer program removes approximately 172,500 pounds of trash and debris from roadsides and bike paths annually.

•  Thirty-nine renewal group applications and 12 new group applications were received during open enrollment.

•  Eighty-five percent of the Adopt-A-Highway sections are currently adopted.

•  A listing of available Adopt-A-Highway sections, including an interactive map, can be found online at the Lake County Division of Transportation’s website.

Joint resolution authorizing an agreement with Christopher B. Burke Engineering, Ltd. of Rosemont, Illinois, for Phase III construction engineering services for improvements to Arlington Heights Road, from Lake Cook Road to Illinois Route 83, at a maximum cost of $2,086,056 and appropriating $2,504,000 of Motor Fuel Tax funds.

•  Christopher B. Burke Engineering, Ltd. of Rosemont, Illinois, will be utilized to perform the Phase III construction engineering services for improvements to Arlington Heights Road, from Lake Cook Road to Illinois Route 83, inclusive of non-motorized improvements.

•  Lake County selects professional engineering firms in accordance with the Local Government Professional Services Selection Act, 50 ILCS 510/1 et. seq.

•  The Lake County Division of Transportation’s Consultant Selection Process has been approved by the Federal Highway Administration and the Illinois Department of Transportation, and the firm selected for this project was selected in accordance with this approved process.

•  The Lake County Division of Transportation received Statements of Interest and Qualifications from 18 qualified, professional engineering firms.

•  This project is included in the Transportation Improvement Program with construction planned to begin in 2024 and designated as Section 17-00193-08-PV.

Joint resolution authorizing an agreement with Civiltech Engineering, Inc. Itasca, Illinois, for professional engineering services to evaluate the feasibility of improvements at the intersection of Darrell Road and Roberts Road, at a maximum cost of $222,295 and appropriating $267,000 of Motor Fuel Tax funds.

•  Lake County selects professional engineering firms in accordance with the Local Government Professional Services Selection Act, 50 ILCS 510/1 et. seq.

•  The Lake County Division of Transportation’s (LCDOT) Consultant Selection Process has been approved by the Federal Highway Administration and the Illinois Department of Transportation, and the firm selected for this project was selected in accordance with this approved process.

•  The selected firm has a satisfactory past relationship with the Lake County Division of Transportation.

•  This project is included in the Transportation Improvement Program and designated as Section 23-00177-03-ES.

Resolution authorizing the acceptance of real property from the State of Illinois that is necessary for the proposed intersection improvements of Darrell Road with Dowell Road and Fisher Road.

•  The intersections of Darrell Road with Dowell Road and Fisher Road will be improved inclusive of roundabouts, drainage improvements, and non-motorized facilities.

•  This improvement requires right-of-way and an easement from the State of Illinois via the Illinois Department of Natural Resources.

•  The 103rd General Assembly of the State of Illinois approved the conveyance of real property as Public Act 103-77 (S.B. 1066) on June 12, 2023.

•  These intersection improvements are included in the Transportation Improvement Program with construction anticipated to begin in 2024 and designated as Section 13-00107-09-RD.

Joint resolution authorizing an agreement with the Illinois Commerce Commission (ICC), the Illinois Department of Transportation (IDOT), and the Wisconsin Central Ltd. Railroad (RAILROAD), for improvements to the North Avenue highway-rail grade crossing east of Illinois Route 83 in Antioch, Illinois.

•  The RAILROAD recently performed improvements to its tracks that cross North Avenue, County Highway 3, east of Illinois Route 83 in Antioch, Illinois.

•  The RAILROAD improvements, which raised the grade of the tracks, caused an unsafe condition along North Avenue and require improvements to the roadway, drainage system, and sidewalk to correct the issues.

•  The County plans to lead this improvement, under an emergency declaration, with reimbursement from the RAILROAD and State Grade Crossing Protection Funds administered by the ICC and IDOT.

•  This resolution authorizes an agreement with the ICC, IDOT, and the RAILROAD that state the terms and conditions for each agency’s involvement in the improvements.

•  An appropriation of County funds will be required upon completion of the work, and at such time when the total projects costs have been determined. This project is designated as Section 23-00119-11-RR.

Ordinance providing for the establishment of a County altered speed zone of 35 miles per hour (MPH), currently designated 45 MPH on Millburn Road, from US Route 45 to a point 500 feet east of Mill Creek, located in Newport and Lake Villa Townships.

•  The speed study was requested by the Mayor of Old Mill Creek.

•  The necessary speed studies have been undertaken and an ordinance is required to establish speed zones.
