Lake County Planning, Building, Zoning and Environment Committee met Sept. 27.

Here are the minutes provided by the committee:

1. Call to Order  

Chair Vealitzek called the meeting to order at 10:52 a.m.  

2. Pledge of Allegiance  

Member Wasik led the Pledge of Allegiance.

7. Unfinished Business  

7.1 23-0327  

Resolution to vacate an unimproved portion of Midway Street located in the Allen City Subdivision in Cuba Township.  

Brad Denz, and Krista Barkley Braun, Planning, Building and Development (PB&D), gave a brief presentation regarding the vacation request for an unimproved portion of Midway Street, located in the Allen City Subdivision of Cuba Township.  

Public comment was provided by: Kevin Hanzel, Kendal Stephens, Dawn Selleck, Brett Rogers, and Scott Puma.  

Discussion ensued.  

The committee discussed postponing final action to provide the applicant time to resolve concerns provided by residents related to a potential pedestrian and drainage easement within and along the length of the area to be vacated.  

A motion was made by Vice Chair Pedersen, seconded by Member Wasik, that item 7.1 be postponed until the November 1, 2023 Planning, Building, Zoning and Environment Committee meeting. The motion carried by the following voice vote    

Aye: 6 - Member Altenberg, Member Frank, Vice Chair Pedersen, Member Roberts, Chair Vealitzek and Member Wasik  

Absent: 1 - Member Schlick 

8. New Business  

CONSENT AGENDA (Item 8.1)

8.1 23-1339  

Committee action approving the Planning, Building, Zoning and Environment Committee minutes from August 30, 2023.

A motion was made by Member Wasik, seconded by Member Roberts, that these minutes be approved. The motion carried by the following voice vote:    

Aye: 6 - Member Altenberg, Member Frank, Vice Chair Pedersen, Member Roberts, Chair Vealitzek and Member Wasik  

Absent: 1 - Member Schlick 

REGULAR AGENDA  

8.2 23-1244  

Policy discussion on bird-friendly design in unincorporated Lake County.  

Taylor Gendel and Krista Barkley Braun, Planning, Building and Development (PB&D), gave a presentation regarding bird-friendly building design.  

Discussion ensued.  

Staff was given direction to come back with stricter residential policy options (along with cost/supply, materials and other considerations) for further Committee discussion. Following Committee consensus around residential policy, staff will return at a later date with an initial draft of standards.

Director's Report - Planning, Building and Development. 

There was no Planning, Building and Development (PB&D) Director's report. 

9. County Administrator's Report  

There was no County Administrator's report.  

10. Executive Session  

The Committee did not enter into Executive Session.  

11. Members' Remarks 

There were no remarks from members.

Chair Vealitzek declared the meeting adjourned at 12:26 p.m.
