Lake County Planning, Building, Zoning and Environment Committee met Oct. 4.

Here are the minutes provided by the committee:

1. Call to Order  

Chair Vealitzek called the meeting to order at 10:30 a.m.  

2. Pledge of Allegiance  

Chair Vealitzek led the Pledge of Allegiance.  

3. Roll Call of Members

Chair Vealitzek noted that this is banned books week and encouraged people to read banned books.

*STORMWATER MANAGEMENT*  

8.1 23-1382  

Joint resolution authorizing an emergency appropriation for Park City Stormwater Projects in the amount of $2,600,000 and funded by the Illinois Department of Commerce and Economic Opportunity (DCEO) in Fund 743 Lake County Regional Stormwater Management Projects PC Fund.

Mike Prusila, Stormwater Management Commission, gave a brief overview of the emergency appropriation for Park City stormwater projects.  

Discussion ensued.  

A motion was made by Member Roberts, seconded by Member Wasik, that this resolution be approved and referred on to the Financial and Administrative Committee. The motion carried by the following voice vote:

*PLANNING, BUILDING AND DEVELOPMENT* 

8.2 23-1411  

Resolution accepting the Annual Evaluation Report of the (County-Wide) All Natural Hazards Mitigation Plan for Unincorporated Lake County, Illinois and directing the Planning, Building and Development Department to make the report available on the Department’s website and issue a press release to meet Community Rating System (CRS) recertification requirements.

Joel Krause and Eric Steffen, Planning, Building and Development (PB&D), gave a presentation regarding the Annual Evaluation Report of the All Natural Hazards Mitigation Plan (ANHMP) for unincorporated Lake County. 

Discussion ensued.  

A motion was made by Member Schlick, seconded by Member Altenberg, that this resolution be approved and recommended to the County Board agenda. The motion carried by the following voice vote:

8.3 23-0010 

Director's Report - Planning, Building and Development. 

There was no Planning, Building and Development (PB&D) Director's report. 

*ENVIRONMENTAL SUSTAINABILITY*  

8.4 23-1407  

Update and discussion on SWALCO’s food scrap and composting programs, the 2024 Solid Waste Management Plan, and SWALCO’s legislative agenda. 

Walter Willis, Solid Waste Agency of Lake County (SWALCO), provided updates regarding SWALCO's food scrap and composting programs, the 2024 Solid Waste Management Plan, and SWALCO's legislative agenda.  

Discussion ensued.  

8.5 23-1408  

Update on the Environmental Sustainability workplan. 

Robin Grooms, Sustainability Programs Manager, provided an update on the Environmental Sustainability workplan. Ms. Grooms asked the Committee for priorities for the educational component of the Tree Initiative.  

Discussion ensued.  

The consensus of the Committee was to seek partnerships with municipalities, townships, and homeowners associations within Lake County for education regarding the Tree Initiative.  

Ms. Grooms asked the Committee for direction regarding the Farmer's Fridge service at the County's Libertyville and Waukegan locations. Staff recommended removing the Libertyville Farmer's Fridge service and continuing to monitor the Waukegan Farmer's Fridge service.  

Discussion ensued.  

The consensus of the Committee was to ask for more information from Farmer's Fridge regarding service usage and the options available to the County.  

9. County Administrator's Report 

There was no County Administrator's report.  

10. Executive Session  

The Committee did not enter into Executive Session.  

11. Members' Remarks  

There were no remarks from members.  

12. Adjournment  

Chair Vealitzek declared the meeting adjourned at 12:17 p.m.
