Approval of the Fourth Amendment to Program Year 2023 (PY23) Department of Housing & Urban Development (HUD) Annual Action Plan (AAP).

· HUD requires the submission of an Annual Action Plan (AAP) and associated amendments to govern expenditure of federal housing and community development funding for each program year.

· The third amendment to the PY23 AAP makes the following changes:

o Scope change to remove geographic restrictions on the Community Land Trust (CLT) program with Community Partners for Affordable Housing (CPAH).

o Scope change to the Waukegan Housing Authority (WHA) and Bear Development Ravine Terrace project to include the 28 units of new construction at a separate location.

o Reallocation of $218,085 of HOME funds from the CPAH Lake Plane Apartment project to the CPAH Eve B. Lee Senior Apartment project.

o Allocation of $300,000 of HOME funds to Urban Muslim Minority Alliance (UMMA) to support the acquisition of four (4) affordable rental units.
